JOB SUMMARY
This position oversees the day-to-day operations of the Aquatic Park, including lifeguard supervision, guest services, concessions, retail, and event coordination. The supervisor manages all staff, ensures safety compliance, enhances customer experience, and supports programming, rentals, season pass sales, and hosts events such as birthdays, church, school, and corporate parties.
MAJOR DUTIES
- Manages, trains, schedules, and supervises all Aquatic Park staff, including lifeguards, guest services, concessions, and retail personnel; ensures proper staffing for daily operations and events.
- Oversee the safe and effective operation of aquatic facilities, including water safety compliance and pool maintenance, in accordance with Health Department regulations.
- Coordinates and promotes recreational and instructional aquatic programs and events tailored to various demographics and community needs.
- Organizes and facilitates rentals and events, including birthday parties, school field trips, church outings, and corporate group functions.
- Develops and executes customer service standards to ensure a positive guest experience across all service points.
- Manages concession and retail operations, including inventory control, vendor relationships, pricing, and sales reporting.
- Oversees season pass sales, tracks membership data, and develops strategies to boost attendance and retention.
- Prepares, monitors, and manages Aquatic Park’s annual operating budget, including payroll, supplies, staffing, and maintenance.
- Assists with long-term planning, including facility upgrades, staff development, and programming expansion.
- Prepares promotional materials, press releases, flyers, and social media content to support outreach and marketing efforts.
- Develops and enforces policies, procedures, and safety guidelines for staff and patrons; ensures clear communication and accountability.
- Collaborates with internal departments, vendors, and external organizations to coordinate services, events, and facility usage.
- Oversee registration, permitting, and refunds for facility use, programs, and events.
- Maintains accurate records of operations, incidents, attendance, revenue, and employee performance.
- Attends meetings, represents the department, and prepares relevant reports and documentation.
- Performs other duties as assigned.

- Knowledge of aquatic facility operations, including lifeguard supervision and water safety protocols.

- Knowledge of food and retail operations, including cash handling, inventory control, and health standards.

- Knowledge of budget development, purchasing procedures, and financial reporting.

SUPERVISORY CONTROLS
The Assistant City Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include city policies, health codes, aquatic safety standards, and operational procedures. The role requires judgment in interpreting and applying these guidelines to real-world situations.
COMPLEXITY/SCOPE OF WORK
- The position involves managing diverse functions, including safety, customer experience, and financial performance.
- Success in this role directly contributes to the public’s enjoyment, safety, and satisfaction with the Aquatic Park’s services.
- The position requires the supervision of mostly minor staff. A safe work environment free of harassment must be enforced. Safety and appropriate behavior must be maintained.
CONTACTS
- Interacts with city staff, patrons, vendors, contractors, school and church representatives, local organizations and members of the general public.
- Contacts are made to coordinate activities, solve problems, and promote facility use.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- Work is typically performed in both office and outdoor aquatic environments.
- Requires walking, standing, lifting moderate weights, and occasional exposure to heat, water, and chemicals.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position exercises full supervisory responsibility over all Aquatic Park staff, including seasonal and part-time employees.
MINIMUM QUALIFICATIONS
- Bachelor’s degree recommended but not required, degree in Recreation, Leisure Services, Sports Management, or related field preferred.
- Three (3) or more years of related experience, including staff supervision and facility operations.
- Equivalent combination of education, experience, and training may be considered.
- Certified Pool Operator (CPO) required or must be obtained.
- Current American Red Cross Lifeguard certification preferred.
- CPR and First Aid certifications required or must be obtained.
- Valid state driver’s license.
