Full Salary Range:

• Level I:   $80,200 - $112,300

• Level II: $118,200 - $165,500

Anticipated Hiring Range:  

• Level I:  $80,200 - $96,250

• Level II: $118,200 - $141,850

Job Summary:

The Assistant City Attorney I or II will primarily serve as a municipal court prosecutor and handle municipal court litigation and appeals.  In this role, the attorney is responsible for prosecuting criminal violations of the City’s Municipal Code in municipal court.  The attorney is also responsible for representing the City in administrative proceedings, including those before the City’s Administrative Hearing Officer, as well as before the local liquor licensing authority.  The attorney may also provide legal advice regarding municipal matters to various City departments and may also act as counsel to City boards and commissions as necessary. 

 Minimum Requirements

• Bachelor’s degree gained through a four-year college or university program.
• Juris Doctorate degree or equivalent from accredited law school.
• Licensed to practice law in the State of Colorado 
  • (or if application is pending, admission to practice within 60 days of hire date)

Level II Minimum Requirements:

• Minimum of five (5) years of legal practice experience.
• Expertise founded on wide experience in a discipline or field requiring comprehensive understanding of a combination of involved practices, precedents, facts, and conditions, or in a broad group of business systems is expected. 
• At this level, knowledge has been supplemented by substantial work experience or enhanced by additional schooling in a specialized field to meet job requirements.

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.

Knowledge, Skills, and Abilities

• Criminal prosecution experience is desired but not required.  
• Communication skills to effectively convey information to elected officials, the public, and City employees both in person and on the telephone. 
• Oral, written, and listening communication skills, including the ability to accurately interpret what others are saying and convey messages, information, concepts, and details accurately and clearly. 
• Experience conducting negotiations with opposing parties and their attorneys related to administrative matters, criminal prosecutions, and civil litigation matters. 
• Organizational skills, including the ability to set and meet goals and deadlines, manage appointments, create schedules, coordinate and facilitate meetings, and make decisions.

Essential Functions:

Legal Representation and Guidance

• Serve as a criminal trial attorney in the Municipal Court by prosecuting municipal court cases. Conduct arraignments with defendants, pretrial conferences with defense attorneys, motions hearings before the judge, pretrial readiness hearings, bench trials before the judge, and jury trials.
• Prosecute liquor enforcement matters; negotiate stipulated agreements to resolve liquor violations; perform legal research.
• Prosecute code enforcement cases and provide legal advice and assistance to code enforcement officers related to code violations. 
• Provide sound legal advice and representation to the officers, employees, and agencies of the City including representing the City in court proceedings and administrative hearings before municipal and state courts and administrative agencies.   
• Provide case and matter management including motions practice, trial practice, and discovery. Draft legal briefs. Prepare and present oral argument. 
• Represent the interests of the City, develop relationships with allied agencies, and coordinate inter-agency efforts that are aligned with City projects. 

Legal Research and Collaboration 

• Coordinate work with other attorneys and paralegals.
• Conduct legal research on complex topics.  Draft legal advice letters, briefs, memoranda, motions and/or responses, and written legal opinions for city employees, departments, boards, and commissions. 

Document Preparations

• Prepare stipulations, plea agreements, and other legal documents.  
• Draft ordinances, resolutions and other legal documents required to complete city projects and initiatives.

Meetings

• Attend meetings of city departments and work groups to provide analysis of legal issues and to provide legal advice necessary to develop appropriate policies and procedures and to formulate rules and regulations for the administration of City government.
• Attend and participate as a representative of the City in meetings of local and regional governments and related entities regarding matters of importance to City projects.  

Occupational Relevance and Training

• Maintain subject-matter files in case management system.  Update forms to reflect changes in legislation and case law.  Develop training materials and other client communications.
• Participate in continuing legal education programs.
• Other job duties as may be assigned.

Work Environment and Physical Requirements:

• Work is primarily performed in an office environment.
• Light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.
• Vision enough to interpret computer screens and documents to assist the public and complete work assignments. Employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data/figures; transcribing; viewing a computer terminal; extensive reading of printed materials 
• Manual dexterity enough to accurately input, retrieve and verify work assignments; employee is regularly required to use hands to finger, handle, or feel and reach with hands and arms. 
• Ability to sit or stand for extended periods of time in courtroom and by means of note-taking or mental capacity, be able to recall information presented in courts to be able to assert the City's position. 
• Communication skills to effectively convey information to the court, public and other City employees both in person and on the phone.
