JOB DESCRIPTION
JOB GOAL:
To assist the Director to ensure that all new, remodeled, and renovated facilities and sites meet the highest standard of design, construction, and appropriateness for the educational activities they are intended to foster.
QUALIFICATIONS:
- Bachelor’s Degree from an accredited educational institution in building construction, architecture, or engineering.
- Minimum of five (5) years of direct construction administration experience representing a design firm, general contractor, or owner.
- Demonstrated familiarity with computer systems and construction management software.
- A current license in the State of Florida as a General Contractor, Architect or Engineer is preferred.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge and understanding of public-school facilities planning to include site, educational planning and design, construction, capital budgeting and local, state, and federal regulations. Ability to communicate effectively, both orally and in writing, with schools and construction industry personnel. Ability to use business English, spelling and punctuation. Ability to perform basic mathematical skills and algebraic computations with reasonable speed and accuracy. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral or schedule form. Computer experience, specifically Microsoft applications, with word processing and spreadsheets. Ability to manage time wisely. Ability to speak clearly and concisely on the telephone or in person. Ability to use calculators, copy machines and other assorted office machinery. Ability to make decisions in accordance with District rules, regulations, and policies. Ability to establish and maintain harmonious working relationships with other employees and the public.

PERFORMANCE RESPONSIBILITIES:
- Protect and promote the interest of the district and the department.
- Represent the department on business, community, and district level groups.
- Advocate, facilitate and monitor the alignment of Department vision and mission with the District vision and mission.
- Supervise the departmental programs and encourage continuous improvement within the department.
- Manage the recommendation, development and implementation of new construction, remodeling and renovation of both educational and ancillary facilities and sites in accordance with District, legal and educational requirements.
- Assist in the preparation and monitoring of the capital outlay component of the District budget, including local and external funds for capital Outlay Projects.
- Interface with the Internal Auditor.
- Assist the Director with supervising the system of selection and evaluation of design professionals, contractors, and consultants.
- Assist the Director with establishing and monitoring a system of budget, plan and specification development and review, contract negotiations, construction management and inspections in accordance with Board Rule Policy and Florida Statutes.
- Assist the Director with recommending, implementing, and maintaining an accurate facilities’ records system, including appropriate contracts, drawings, specifications, warranties, approvals, inventories, and other related data.
- Assist the Director with supervising assigned personnel, conduct annual performance appraisals, and make recommendations for appropriate employment actions.
- Participate in government and professional organizations pertinent to the construction of educational facilities.
- Assist the Director with recommending to the Deputy Superintendent of Operations the selection, transfer, or termination of Department of Construction Services personnel.
- Assist the Director with advocating, facilitating, and monitoring the professional growth and performance of employees through providing ongoing training opportunities.
- Assist the Director with encouraging employee involvement, empowerment, responsibility, and innovation.
- Assist the Director with recognizing outstanding performance of employees.
- Assist the Director with negotiating and evaluating improvement objectives with department personnel.
- Assist the Director with advocating, facilitating, and monitoring alignment of department plans and budgeting to District strategic directions.
- Assist the Director with developing a Management Team to support the District Strategic Plan.
- Assist the Director with communicating District Team goals.
- Assist the Director with developing short- and long-term goals.
- Maintain an information system that provides information requests in a timely manner.
- Assist the Director with gathering, monitoring, and sharing data for comparison and improvement purposes.
- Assist with reports to analyze and use operational results to improve service.
- Assist the Director with facilitating and monitoring current level of departmental performance.
- Assist the Director with advocating, facilitating, and monitoring the development, deployment, and results of department improvement initiatives as they relate to District initiatives.
- Assist the Director with evaluating overall operational performance.
- Assist the Director with representing departmental concerns to the appropriate administrators.
- Assist the Director with listening to customer input.
- Assist the Director with advocating, facilitating, and monitoring customer satisfaction data.
- Assist the Director with communicating with SACs and other community organizations.
- Assist the Director with development of School Board Agenda items specific to the Department.
- Assist the Director with the process of continuing staff development and improvement. This is to include programs to enhance and develop the abilities of all professional level positions and clerical positions.
- Be capable of performing all the duties of Project Director as required by the workload of the department.
- Perform other tasks consistent with the goals and objectives of this position.
PHYSICAL REQUIREMENTS:
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently as needed to move objects.
TERMS OF EMPLOYMENT:
Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be those established by the District.
EVALUATION:
Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
