The AVP of Government Contract Management is the leader responsible for prime contract administration, subcontract management, Direct procurement, vendor performance oversight and risk mitigation, contract compliance of Government contracts, leadership of Humana Military’s Small Business Program, oversight of Humana Military’s Purchasing System, and leadership of Humana Military’s Ethics & Compliance Program, serving as the company’s Compliance Official. The AVP provides advice, recommendations, and decision-making support to Humana Military’s Executive Council and the company’s President directly on matters of contracts, subcontracts, performance, compliance, etc.

The AVP serves as the primary interface with DoD and VA Contracting Officers and is the principal advisor on compliance matters pertaining to federal government contracts. The AVP leads identification, analysis, mitigation, and management of third-party risks and compliance concerns through documented process. Responsibilities include the timely and accurate submission of change order proposals to the Government; negotiation of change order proposals; reviewing Requests for Proposals (RFP) and identifying risks and potential compliance issues; interpretation of contract clauses and provisions; processing contract modifications; analyzing new Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) Clauses and changes. The AVP also supports business development on government RFPs for new business opportunities and establishes relationships with Administrative and Procuring Contracting Officers in support of major acquisitions. The AVP is responsible for maintaining approval of Humana Military’s Purchasing System through the Contractor Purchasing System Review (CPSR) with the Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA).

The AVP leads a team of professionals for the entire subcontract management lifecycle from RFP to subcontract closeout for all commercial and non-commercial Direct subcontracts, to include preparation of subcontractor RFPs, reviewing and analyzing subcontractor proposals including change order proposals, conducting cost analyses and price analyses, negotiating and preparing subcontracts, and ensuring compliance with all Federal Government subcontracting requirements and Contractor Purchasing System Review (CPSR) requirements.

The AVP leads a team of vendor oversight professionals who develop and implement playbooks for TRICARE vendors, creating cross functional collaboration in management of Humana Military TRICARE direct vendors. Establishes relationships and cadence for oversight of all direct vendors. Manages facilitation of performance discussions with vendors and supported operational teams in management of performance, risk, and compliance issues. Support Business Operational areas with Statement of Work language that meet business functional needs to include scope, service level agreements, reporting expectations, and financial incentives/disincentives.

KEY ACCOUNTABILITIES

The Contracting team is aligned under Humana Military’s Strategy organization to have closer ties and alignment to strategy, positioning, pilots and Demonstrations, business development, government relations, etc. This includes directing the efforts of the Government Contracts, Government Subcontracts, Vendor Oversight, and Direct Procurement teams; and coordination at the strategic and tactical levels with the other functions of the organization (especially Finance) and DHA to:

  • Ensure compliance with FAR, DFARS, and contractual compliance

  • Monitor and oversight performance against small business utilization goals

  • Ensure change order modifications are optimized to protect the company against risk and that fair and reasonable costs and profit are added to Prime contracts

  • Support Requests for Equitable Adjustments (REAs) when deemed necessary by senior leaders of Humana Military

  • Monitor and oversight of Humana Military’s Ethics and Compliance program

  • Contractual support for new business development, e.g. certifications and representations, FAR flow-down review and compliance, contract risk mitigation, small business plan development, Non-Disclosure Agreements, Teaming Agreements, etc.

  • Relationship management with government Contracting Officers and subcontractor business leads, including in support of Humana Military strategic goals and objectives

  • Manage performance of subcontractor and vendor partners in accordance with contractual agreements

  • Acquisition of goods and services that are charged Direct under Prime contracts

  • Compliance with the Humana Military DCMA-approved Procurement Manual

  • Managing Purchasing System and Small Business Program approval through government audits by engaging with DCAA and DCMA points-of-contact

The AVP leads the unique function of Government Contract Management on behalf of Humana Military as a leading Defense contractor, in close collaboration with Contracting and audit/oversight peers at federal agencies. The AVP engages senior business leaders across the company to curate our messaging, identify contract and compliance needs and issues, and to direct resource allocation and company-wide oversight of all contract and subcontract management initiatives. The AVP also provides leadership to a team of contract, subcontracts, and vendor management managers, leads, and senior professionals.

Specific responsibilities of the AVP in support of Humana Military is to lead:

Government Contract Management: Contract oversight, compliance with FAR/DFARS, Ethics and Compliance Program, Small Business Program, cross-functional Change Order management, REAs, Representations and Certifications, etc.

Subcontract Management: Negotiating agreements, providing oversight for key, first-tier and non-Commercial subcontracts under Prime contracts.

Subcontract/Vendor Oversight: Performance management, highlighting issues for resolution, ensuring compliance, enforcing performance guarantees.

Direct Procurement: Acquiring Commercial goods and services charged direct to Prime contract in accordance with Procurement Manual.

Required Qualifications

  • Bachelor's Degree in relevant field – Master’s Degree is preferred
  • Certified Federal Contracts Manager (CFCM) certification
  • Over 10 years’ experience in federal contracts and/or subcontracts management
  • Deep knowledge of Federal Acquisition Regulations
  • Our Department of Defense contract requires U.S. Citizenship
  • Successfully receive interim approval for government security clearance (NBIS - National Background Investigation Services)
  • HGB is not authorized to do work in Puerto Rico per our government contract. We are not able to hire candidates that are currently living in Puerto Rico.

Pay Range

The compensation range below reflects a good faith estimate of starting base pay for full time (40 hours per week) employment at the time of posting. The pay range may be higher or lower based on geographic location and individual pay will vary based on demonstrated job related skills, knowledge, experience, education, certifications, etc.

$184,800 - $254,100 per year

This job is eligible for a bonus incentive plan. This incentive opportunity is based upon company and/or individual performance.
