GENERAL DESCRIPTION:

This position manages the Benefit Coordination Section of the Wyoming Medicaid Eligibility Unit to ensure program compliance with State and Federal statutes and regulations. The position is responsible for all Medicaid eligibility functions related to the coordination of benefits involving the Wyoming Department of Health Customer Service Center, the Social Security Administration, the Medicaid Fiscal Agent, Medicare, and Third-Party Liability (TPL). This position oversees contracts, assists in writing and reviewing RFPs, and oversees the development and maintenance of the Online Policy manual (EOM) and the Eligibility website. This position is also responsible for oversight of the Presumptive Eligibility programs, the Premium Payment Programs, the State Supplemental Payment program, Third Party Liability and Estate Recovery, as well as all Medicare-related functions, including Medicare Buy-In.

  • Manages and oversees the Benefit Coordination Section of the Medicaid Eligibility Unit in the Client Services Section.
  • Directs and manages the State Supplemental Payment program and premium-related programs, including the Wyoming Health Insurance Premium Payment Program (WHIPP), Medicare Buy-In, Medicare Savings Programs, and the Employed Individuals with Disabilities (EID) Program..
  • Manage technical assistance projects related to eligibility functions.
  • Participates in access initiatives.
  • Special studies and projects related to eligibility for Medicaid financial eligibility programs.

Qualifications



KNOWLEDGE:


  • Knowledge of State and Federal Government functions, procedures, concepts, principles, and practices of professional healthcare administration; policies and procedures established for the work system; Medicaid programs, law, and regulatory structure. The ability to comprehend Federal regulations, state statutes, program rules, and policy. Able to interpret and integrate the foregoing into legislation, statute, and policy.
  • Knowledge of the Business Management System, the Eligibility System, and the application to Medicaid programs. Ability to examine data and reports for completeness, accuracy, and conformance with regulations.
  • Oral and written communication skills to communicate with a broad range of audiences, including clients, administrators, legislators, contractors, and staff.
  • Ability to communicate Medicaid program information and policy to public and private entities.
  • Ability to draft Requests for Proposals and evaluate the same. Ability to contract for services via State and Federal Protocols.

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Management)
Experience:
1-3 years of progressive work experience (typically in Benefits and Eligibility) with acquired knowledge at the level of a Benefits and Eligibility Supervisor
OR
Education & Experience Substitution:
4-7 years of progressive work experience (typically in Benefits and Eligibility) with acquired knowledge at the level of a Benefits and Eligibility Supervisor

PHYSICAL WORKING CONDITIONS:


  • The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
