Benefits Systems Analyst
An Overview
The City of Alexandria Human Resources Department is seeking a highly engaged, self-directed Benefits System Analyst to provide excellent customer service and improve the efficiency of administration. The Benefits System Analyst works on the Employee Benefits team within the City's Human Resources Department and is responsible for the benefits system maintenance, day-to-day support and enhancement of the Human Resources Information System (HRIS), as well as reporting, analytics, and dashboards. The Benefits System Analyst reports to the Benefits Manager.
The Opportunity
- Lead HRIS projects involving implementations, new functionality, upgrades and patches, process improvement and related administration.
- Ensure timely and thorough processing of all benefit enrollments, terminations and changes
- Leads and/or participate in the future implementation and administration of various HR systems and data feeds, and
- Performs other duties as assigned.
- Process electronic file transfers weekly and provides specific reporting metrics.
- Process and maintain paper & electronic benefit data for active & retired employees in the Munis HRIS system.
- Investigate & resolve benefit claims issues.
- Auditing employee records.
- Participate in open enrollment meetings.
- Administers & maintains the benefits tracking system. Provides training to employees and HR Liaisons.
- Provides primary support for Benefits modules of the HR systems, including researching and resolving eligibility problems.
- Performs scheduled activities within the framework of day-to-day administration and biweekly HRIS Payroll lifecycle.
- Provides support and participates in Benefit Presentations, Open Enrollment outreach activities, and Benefits Division special and required events.
- Assist with configuration of plans, groups, eligibility rules, annual rate changes, evidence of insurability, passive events, notifications, open enrollment, departmental transfers, new hires, and life events.
- Works with the Finance Department to reconcile benefit provider invoices against employee elections/deductions in payroll.
- Must have experience processing FMLA request and managing claims
- Experience with Paid Parental leave and including compliance and documentation
- Excellent communication and organizational skills
- Ability to handle sensitive information with discretion
- Experience with HRIS and leave tracking systems preferred
- Facilitate the presentation of benefits during New Hire Orientation as needed

Minimum & Additional Requirements
Four-Year College Degree and three years professional experience in a human resources management field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications
Advanced Excel and analytic skills
At least four (4) years of Benefits Systems Analyst experience
Experience with a Human Resources Information System (HRIS) such as MUNIS
- Experience with Self-Insured, Fully Insured, and Flexible Benefit plans
- Demonstrated knowledge and experience in benefits administration, including:
- Standard benefit offerings
- Eligibility requirements
- Enrollment processes
- Life event processing
- Legal and regulatory requirements
- Benefits reporting
- Strong critical thinking and analytical skills, with the ability to troubleshoot and analyze new issues using systems knowledge
- Intermediate experience with Smartsheets platform
- Desire and initiative to expand systems knowledge through webinars, self-guided trainings, and e-learnings
- Ability to manipulate data to meet City, departmental, and client needs
Additional Preferred Qualifications:
- Knowledge of FMLA, ADA, HIPAA, and other relevant regulations
- Excellent communication and organizational skills
- Ability to handle sensitive information with discretion
- Experience with HRIS and leave tracking systems preferred
