What Success Looks Like In This Job

To help plan, manage, coordinate, monitor, and implement the Capital Improvement Plan (CIP) for the county. This position leads the Capital Projects Planning Committee including scheduling of meetings, preparing meeting agendas, leading meetings, building financial analysis tools for funding plans, and implementing Committee decisions for the project review process. This includes providing regular progress reports on capital projects to the Capital Projects Planning Committee and to the Board of County Commissioners upon request. This position also provides input into the county’s annual budget for the sustainability of county funds and may centrally oversee various department operating budgets. This employee must be comfortable preparing and presenting detailed CIP information to executives including County Commissioners, County Manager, Deputy County Managers and Directors.

The anticipated hiring range for this role is $91,110.24 - $104,776.77 annually. The full salary range for this role is $91,110.24 - $132,109.85 annually.

Examples of Duties for Success

  • Update and maintain reports to reflect most recent expenditures.
  • Work closely with department managers/ directors to ensure capital requests are done in a timely manner.
  • Work closely with personnel in the Budget & Finance Department to ensure proper accounting/classification of project expenditures.
  • Ability to forecast budgeted expenditures to ensure adequate funding is available from beginning to completion of capital project.
  • Ability to implement change management strategies, ensuring stakeholders and teams are trained and adjusted to any new capital planning processes. Perform financial due diligence, apply accounting procedures, and analyze data from multiple sources simultaneously.
  • Ability to balance big-picture goals and long-term forecasting with day-to-day oversight of cash flow, revenue, and expenditures to make well-informed decisions about emerging opportunities and areas for improvement.
  • Work with Budget & Finance and County Leadership to coordinate debt issuance, including Certificates of Participation and Bonds. Develop official statements and collaborate with rating agencies, municipal advisors, and bond counsel. Work with Accounting staff to track the expenditure of current debt issuance.
  • Work with the Budget Manager and/or Deputy Budget & Finance Director to determine timeframes for Capital Improvement Plan portal and budget entry.

Qualifications for Success

  • In-depth knowledge of principles and practices of fund accounting and governmental budgeting.
  • In-depth knowledge of principles and methods of financial analysis in the public sector.
  • In-depth knowledge of Colorado local government budget law.
  • In-depth knowledge and skills with principles and methods of statistical analyses.
  • In-depth knowledge of capital project planning and development as it relates to the financial well-being of the county.
  • Expert design and development of a variety of financial reports, tools, and models.
  • Proficiency in methods used in financial or economic research for revenue forecasting purposes.
  • Expert in writing reports and presenting them clearly, using different types of media or verbal communication.
  • Computer Skills:
    • Working knowledge of Microsoft Office applications with particular emphasis on experience/ability with Microsoft Excel.
    • Knowledge of JD Edwards is preferred.
    • Knowledge of Spreadsheet Server is preferred but not a prerequisite.
    • Knowledge of various reporting tools such as MS PowerPoint, MS Word, etc.
    • Knowledge of OpenGov Reporting & Transparency is preferred
  • Demonstrate exceptional communication skills by articulating complex financial concepts clearly and concisely, both orally and in writing. Utilize various media to convey information effectively and ensure that key messages are understood by diverse audiences.
  • Cultivate and maintain positive and harmonious working relationships with colleagues, department directors, elected officials, and other contacts made during the course of work.
  • Ability to analyze data and situations, develop solutions and alternatives, present them effectively, and successfully implement them.

More Qualifications for Success

  • Experience:
    • Five (5) years of professional finance, budgeting, accounting, or related experience.
    • Three (3) years public sector/local government experience is required.
    • Three (3) years capital project analysis and/or management is required.
  • Education and Training:
    • Bachelor's Degree from an accredited college or university with major course work in Accounting, Finance, Business Management, or a related field.
    • Additional education may be considered in lieu of experience on a year for year basis.
  • License or Certificate: None.
  • Background Check: Must pass a criminal background check.
