Definition/Description

Under limited direction, this senior management level position manages the operation of a major division or branch of a court that has multiple sections and/ or locations.

DISTINGUISHING CHARACTERISTICS:
Manages and coordinates the non-judicial staff and day-to-day activities of a Superior Court administrative division or facility. May serve as the Acting Division Director in the absence of the Division’s Director. Manages and supervises various functions in a specified division of the Court.

Typical Tasks/Representative Duties

REPRESENTATIVE DUTIES:

  • Assists in the development of the division’s budget;
  • Provides administrative support to Courthouse Construction Committee and Security Committee in absence of, or in conjunction with Director;
  • Assists in the development of policies and procedures for the division;
  • Monitors compliance with relevant policies and procedures;
  • Participates in selection of employment candidates as designated by the Division Director;
  • Conducts in-service training programs within the division;
  • Participates in reviews of legislation to determine the effect on court procedures, standards, rules, and operations;
  • Supervises management and supervisory staff;
  • Performs related work as required.

Employment Standards/Typical Qualifications

EMPLOYMENT STANDARDS:
Must have a minimum of four years experience managing court-related operations. A Bachelor’s degree with major course work in Criminal Justice, Public or Business Administration, Accounting, or field relevant to the specified Division is highly desirable. Submission to a background investigation upon offer of employment is required.
Knowledge of:
  • Duties and responsibilities of managing the designated division within a trial court;
  • Statutes, rules, and regulation codes that govern the specified division;
  • Principles and practices of supervision and management;
  • Budget practice and control;
  • Functions operating procedures and relationships of the criminal justice system including the Superior Court California Judicial System, law enforcement agencies, the Probation Department (Juvenile and Adult), District Attorney, Public Defender, DFCS, County Counsel, Public Guardian, and working with union represented employees.
Ability to:
  • Manage the day-to-day operations and functions of a court division or facility;
  • Supervise and coordinate the various functions of a court division or facility;
  • Interpret and apply court policies;
  • Resolve difficult problems;
  • Interact effectively and professionally in high stress situations;
  • Organize and coordinate multiple projects and meet deadlines;
  • Follow complex oral and written technical instructions;
  • Maintain effective working relationships with staff, administration judges and vendors.

WORKING CONDITIONS:
The work environment is generally clean inside buildings with limited exposure to dust, fumes, odors, and noise. Incumbents will be working under sometimes difficult and stressful conditions with frequent deadlines and expectation to produce high quality work under limited time constraints as well as periodic contact with angry and confrontational individuals. The ability to work independently as well as closely with others is required.

ESSENTIAL FUNCTIONS:
  • Specific tasks and duties may vary between assignments, however the following are considered essential functions expected of the Court Manager classification:
  • Frequent and ongoing use of a computer terminal to conduct a variety of the more advanced clerical functions and communications;
  • Periodic, regular, and/or occasional contact with employees in other court divisions, government agencies, the public and/or vendors with the ability to converse and respond appropriately to inquiries and requests;
  • Periodic to regular lifting, walking, and carrying of files, documents, and other court related materials. Incumbents must have the ability to lift and carry 10 lbs;
  • Work with time constraints and under pressure in some situations.


PHYSICAL DEMANDS
:

  • Strength, dexterity, and coordination and/or ability to use a computer keyboard and read a video display terminal on a regular basis;
  • Ability to listen to verbal requests from the public and court staff, then respond appropriately;
  • Dexterity and coordination to handle files and single pieces of paper, occasional lifting of objects weighing up to 10 lbs, such as files, stacks of paper, reference books, and other materials;
  • Frequent need to reach for items above and below desk level, sometimes with the assistance of a ladder or step-stool;
  • Standing and sitting for long periods of time is periodically required.
EXAMINATION:
A screening panel will be convened to select those applicants deemed most qualified to participate in a written and/or oral examination. The examination process will include one or more of the following: application appraisal; written examination; oral examination.
