Description of Work
The North Carolina Forest Service (NCFS) is designated as an emergency response Division and is a team of professionals who provide forest protection, resource management and environmental education to the residents and landowners of North Carolina through a variety of programs. The NCFS provides services to all 100 counties in North Carolina.
The Dupont State Recreational Forest (DSRF) supervisor is responsible for the overall program planning and implementation of two state forests. Provides supervision of DSRF and Holmes Educational State Forest (HESF) staff using accepted management principles including coaching, reviewing, and performance evaluation; conducts recruiting for forest staff positions; develops annual work plans for assigned employees; manages personnel time to maintain forest staffing and fire readiness with minimum overtime. The Forest Supervisor develops and manages operating budgets and capital project budgets in coordination with the NCDACS Property and Construction Division; develops and implements forest(s) safety program to include investigating all accidents; develops and enforces forest rules and policies; is responsible and accountable for all property assigned to forests; provides direction on all staff training, overall Forest Management Program; ensures that environmental protective measures are complied with in all management activities conducted on the forest. The Forest Supervisor works closely with multiple, diverse stakeholder organizations and partner groups, recreational user groups, media and other agency personnel. Employees are expected to participate in Regional and State Incident Management teams.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
Experience with management and supervision of employees using Performance Management System and applicable State, department, and NCFS personnel policies.
Experience establishing and managing budgets using State, department and NCFS policies and procedures. Familiar with state fixed asset and surplus systems.
Possesses knowledge and/or experience managing southern hardwood and pine forest types for silvicultural, wildlife, and recreational values.
Knowledge of NC Forest Practice guidelines and implementation of Best Management practices on roads and trails.
Experience working in group settings with agency and NGO cooperators, committees, etc, that have different priorities and missions.
MANAGEMENT PREFERENCES:
Knowledge of land acquisition procedures using private, State and Federal funding sources.
Experience with capital project management (property acquisition, new construction, repair and renovation of existing assets).
Experience with master planning for programs and facilities
Working knowledge of GIS/GPS hardware and software.
Possess current NC Forester Registration.
Minimum Education and Experience Requirements
You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience, or a combination of both.
Bachelor s degree in forestry from a Society of American Foresters (SAF) accredited institution and five years of related professional Forestry experience; or Registered by the NC Board of Registration for Foresters and five years of related professional post registration Forestry experience; or an equivalent combination of education and experience.Necessary Special Requirement: Those not registered at the time of hire must obtain registration as a Forester from the NC Board of Registration for Foresters within one year of employment.
