HDR is in search of an Environmental Compliance Specialist for construction of electrical transmission lines in Minnesota and other transmission and pipeline construction projects in the United States.
Primary Responsibilities
The candidate will be responsible for managing or supporting environmental compliance programs during construction of large electrical transmission lines and gas pipelines, including the following.
- Responsible for managing daily compliance monitoring and inspections, biological surveys, environmental training, and other environmental compliance requirements and activities during project construction
- Work directly with the construction management team to prioritize and schedule daily activities of the environmental inspectors, biologists, and other environmental compliance staff. Ensure the environmental compliance program is properly staffed and updated daily.
- Report and assist with the resolution of remedial action for non-compliance with construction contract requirements. Provides solutions to the Project’s management team for compliance issues.
- Supervise inspection of construction sites, including visual observations of current property conditions, identification of potential environmental concerns, photographic documentation, historical and archaeological records and documents.
- Organize and coordinate site meetings, discussions, process changes and concurrence on resolutions with construction contractors and agency representatives.
- Reviews daily and weekly environmental inspections reports. Direct the preparation of variance requests, compliance reports, and other reports required by land management and regulatory agencies.
- Supervise HDR full-time and temporary staff conducting inspection monitoring, surveys, and other environmental compliance activities
- Ensure implementation of HDR’s safety program and requirements. Follows client and site safety standards.
- Travel to the project area periodically during the course of construction and work in the project construction facilities when necessary.
- Develop and implement strategies for meeting complex environmental compliance requirements for transmission line and pipeline construction.
- Support marketing and project development for construction monitoring opportunities
Preferred Qualifications
- More than 6 years of related experience. Project Management experience is a plus.
- In-depth understanding of construction plans, specifications, and permits
- MS in environmental since, biology, range science, archeology, construction management, or related field of study. Depth and extend of relevant experience may substitute for education requirements in some cases
- Knowledge of environmental laws, environmental best management practices, field construction practices, employee environmental training
- Experience working with local, state, and federal land management agencies.
- Past supervision of construction monitoring staff.
- Proficiency with field-based reporting and geospatial applications
- Leadership skills and ability to work in a team environment.
- Commitment to safety and safe working practices, especially on active construction sites
- Bachelor's degree in Environment Science or closely related field
- 10 years experience in complex environmental planning/compliance projects
- Demonstrated knowledge of the NEPA process
- Experience managing large, complex EIS documents for transportation, large facility, land management, or other infrastructure projects
- Technical expertise in the design, implementation, interpretation and presentation of data for environmental studies and investigations in specialized discipline
- Proficient with MS Office
- Self-starter with excellent writing and communication skills
- Strong conceptual, organizational, problem-solving and research abilities
- Ability to work independently and as part of a team
