The Executive Director of Administrative Services is a senior management position responsible for overseeing the administrative functions of the Harris County Precinct 2 Commissioner's Office. This role includes leadership and management of Human Resources, Risk Management, Organizational Development Administrative Personnel (Budgeting Finance). The Executive Director will ensure that these areas operate efficiently and align with the strategic goals and objectives of the office.
Duties and Responsibilities:
Human Resources Management
- Develop and implement HR policies and procedures.
- Oversee recruitment, onboarding, training, and development programs.
- Manage employee relations, including conflict resolution and disciplinary actions.
- Ensure compliance with federal, state, and local employment laws and regulations.
- Identify and assess potential risks to the organization.
- Develop and implement risk management strategies and policies.
- Coordinate insurance coverage and claims processing.
- Ensure workplace safety and compliance with relevant regulations.
- Lead the annual budgeting process, including planning, preparation, and monitoring.
- Oversee financial reporting, forecasting, and analysis.
- Manage procurement processes and vendor relationships.
- Ensure compliance with financial regulations and audit requirements.
- Provide strategic direction and leadership for administrative services.
- Develop and implement policies and procedures to improve efficiency and effectiveness.
- Collaborate with other departments and stakeholders to support organizational goals.
- Represent the department in meetings and on committees as required.

Requirements
Education:
- Bachelor’s degree in Business Administration, Public Administration or Human Resources, or a closely related field from an accredited college or university
- Minimum of seven (7) to ten (10) years of progressively responsible experience in administrative services, with significant experience in a leadership role
- Effective and proficient writing, editing, project planning, and communication skills are required.
- Ability to convey complex information in clear, easy to understand formats.
- Ability to prioritize and manage multiple tasks and projects simultaneously.
- Ability to meet deadline.
- Detail oriented, professional, punctual, dependable, self-motivated individual with ability to think creatively.
- Proficiency in the use of Microsoft Office Outlook, Word, Excel and PowerPoint is required.

Work Environment and Physical Demands:
- This job operates in a clerical, office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Noise level in the work environment is usually average.
- This is largely a sedentary role; however, some filing is required. This would require the ability to lift files of up to 50 lbs, open filling cabinets and bend or stand as necessary.
Employment may be contingent on passing a drug screen and meeting other standards.
