Under direction, the purpose of the position is to perform professional, administrative, and investigative work involving the Departments fire inspection and plans review activities. Employee functions at a journey level and is responsible for performing fire inspections of private and commercial buildings and reviewing and evaluating construction plans, fire protection systems, and building designs to ensure compliance with all applicable Federal, State, and local Fire and Life Safety Codes and regulations Employee works in accordance with directives received from superior, however, is expected to exercise considerable independence and initiative. Position requires continuous contact with citizens, vendors, and employees throughout the organization.

  • Employee to support and work any "On Call" situations determined necessary by management to achieve operational goals. (Refer to County Policy and Procedures 2.3-5)
  • Performs routine and periodic patrols and technical fire inspections of new and existing structures within the County to ensure compliance with all Federal, State, and local Fire codes; inspects projects for defects, omissions, violations and other departures from correct procedure.
  • Coordinates and performs assigned fire safety plan review operations in support of departmental goals and objectives; coordinates activities with other departments and agencies as needed.
  • Investigates complaints of fire safety hazards which are reported.
  • Reports violations, issues and explains notices of non-compliance for violations and hazardous conditions.
  • Receives and reviews drawings and plan applications for fire system permits to ensure code compliance.
  • Conducts research and utilizes available references to evaluate Fire Code issues.
  • Interprets legal requirements and recommends compliance procedures to contractors, craft workers, and owners.
  • Provides assistance regarding specific matters within identified areas of expertise; develops guidelines and handouts to improve completeness of drawing submittals for plans review.
  • Assists in the organization, maintenance, and research of permit files.
  • Attends workshops, seminars, or conferences as directed.
  • Assists with public education efforts; answers complaints; advises and instructs owners, occupants, contractors, architects, and engineers on fire safety methods and in the removal of fire hazards in accordance with the Florida Fire Prevention Code.
  • Performs final new construction fire inspections of work upon completion; signs permit providing final approval of work ensuring structures and property are safe to inhabit.
  • Participates in promoting fire prevention and safety education throughout the County.
  • Performs a variety of critical record keeping duties; manages and maintains department record keeping and filing systems relevant materials appropriate to assigned unit; provides written documentation of all duties performed.
  • Maintains open communication with superiors, other organizations, and the general public for dissemination of information and the enforcement of all local, State and Federal fire codes and regulations.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.

Minimum Qualifications

FIRE INSPECTOR I

Education: High school diploma or equivalent.
Experience: One (1) year experience in fire inspections and/or fire plans review. (Preferred)
Certifications/Licenses:
  • Must possess and maintain a valid Florida Driver’s license.
  • Must possess and maintain a State of Florida Fire Safety Inspector I Certification

FIRE INSPECTOR II

Education: High school diploma or equivalent.

Experience: Three (3) years' experience in fire inspections and/or fire plans review.
Certifications/Licenses:
  • Must possess and maintain a valid Florida Driver’s license.
  • Must possess and maintain a State of Florida Fire Safety Inspector I and II Certifications
FIRE INSPECTOR III

Education: High school diploma or equivalent.
Experience: Six (6) years' experience in fire inspections and/or fire plans review.
Certifications/Licenses:
  • Must possess and maintain a valid Florida Driver’s license.
  • Must possess and maintain a State of Florida Fire Safety Inspector I and II Certifications

Knowledge, Skills and Abilities

  • Ability to analytically and objectively inspect new and existing structures and facilities for compliance with all Federal, State and local Fire and Life Safety codes.
  • Ability to analytically and objectively investigate fire scenes; ability to prepare clear and detailed reports based on results.
  • Ability to analytically and objectively review and evaluate construction drawings and plan applications for fire safety to ensure code compliance with all Federal, State and local Fire and Life Safety codes.
  • Ability to provide plans review oversight and recommend/develop modifications as necessary to ensure overall project compliance with applicable codes and regulatory standards.
  • Considerable knowledge of pre-established City, County and State policies and procedures applicable to the work.
  • Skill in establishing and maintaining effective working relations with all levels of management, employees, other departments, officials and the general public for dissemination of information and the enforcement of all local, State and Federal fire codes and regulations; skill in the principles and techniques of customer service skills.
  • Ability to clearly communicate information both verbally and in writing.
  • Ability to access, operate and maintain various software applications.
  • Ability to operate basic office equipment e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.
  • Skill in reading, updating and maintaining various records and files; skill in complex administrative support functions, e.g., records maintenance, data analysis, reports processing, documentation proofing.

PHYSICAL DEMAND REQUIREMENTS:

  • Physical Demand: Medium
  • 50 pounds maximum lifting.
  • Frequent (up to 2/3 of the work time) lifting, carrying up to 25 lbs.
  • If less lifting involved will require significant walking/standing/sitting.
  • If mostly sitting is involved will require push/pull on arm or leg controls.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eye sight for production or safety of self and others.
  • Physical demand requirements are in excess of light work.
  • Required to have clear vision at distances of 20 inches or less.
