Description
Technical repair and maintenance work of valves, fire hydrants, air relief valves and related appurtenances. Work includes scheduling and conducting unidirectional flushing operations, inspections and maintaining records. Employee provides immediate leadership to one or more Division employees on an assigned basis. Additional duties include assisting with the maintenance construction and/or replacement of the City's water, sewer and storm drainage systems.
Work is performed under the direction of the Division Manager and/or Supervisor, although employee shall exercise independent judgment in completion of assigned tasks.
Examples of Duties
- Responsible for locating, inspecting, exercising, greasing, repairing, and maintaining valves and related appurtenances. Schedules and conducts annual inspections, exercising and flushing programs.
- Responsible for repairing and maintaining fire hydrants, stems, seats, keys, and related appurtenances. Schedules and conducts annual inspections and testing program.
- Coordinates and oversees the installation and removal of fire hydrant meters.
- Oversees the work of assigned division employees in the maintenance and repair of valves and fire hydrants. As required, oversees work involving the repair and maintenance of water and sewer lines and laterals, storm drain lines, catch basins and manholes.
- Responsible for accurately maintaining written and computerized records of valve and hydrant inspections and repairs and materials. Develops material and equipment list for requisition by Supervisor.
- Provides instructions to employees during installations/repairs to ensure conformance to City standards and specifications.
- Responsible for flushing the Cities water mains using a unidirectional flushing format. Responsible for conducting, scheduling and notification during the unidirectional flushing program
- Responsible for proper safety requirements and precautions at assigned job sites. Ensures M.O.T. is set up according to D.O.T. regulations. Lays out work site/routes for assigned tasks.
- Assures coordination of materials, equipment and personnel involved with specified jobs. Ensures that equipment, tools, vehicles and other items issued to him/her and subordinates/crew is maintained according to City standards.
- Prepares reports such as, daily logs, time sheets, project accounting input, work orders, as-built drawings, and material requests as directed. Is able to navigate and use GIS mapping system.
- Subject to overtime work and responds to related emergencies and division on call rotation.
- Makes and adjusts work assignments of subordinates as directed by Supervisor. Trains and instructs subordinates in specific requirements and standards of work desired.
- Does related work as required.
Education and Experience
High school diploma required. Minimum of four (4) years experience in utility construction. Certification from FDEP as Water Distribution Operator Level 3 required or must obtain within one year. Must possess good knowledge of modern utility construction techniques. Must have working knowledge of materials and equipment used in utility construction and utility maintenance. Ability to read and understand plans and blueprints. Needs Basic understanding of GIS system and work order systems operations.
Valid Florida Driver's License Class B with airbrakes and tanker endorsement (N).

The employee is regularly required to communicate and exchange information with others. This position is very active and requires standing, walking, bending, kneeling, and crouching throughout the day. The employee must frequently lift or move items up to 50 pounds and occasionally lift or move items up to 75 pounds. Specific vision abilities required include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
