Consultant Engineering, Inc. (CEI) is the largest, locally owned consulting, civil engineering, right-of-way engineering relocation and acquisition, construction management and inspection firm in Arizona. Must hold an AZ Certified General appraiser License.

The successful candidate will be able to demonstrate core competencies in the following areas:

Review of appraisal reports for property and interests in property subject to the eminent domain laws of the State of Arizona; the Federal Uniform Relocation and Real Property Assistance Act, as amended, 12 CFR 34, 49 CFR 24.103 and 24.104 and the Uniform Standards of Professional Appraisal Practice. Review of Appraisal reports for public entities / private clients. Coordinate, develop, monitor of property appraisals for eminent domain acquisitions. Develop, manage and maintain client relationships. Develop, in collaboration with senior leadership, a strategic growth plan for the market, which includes short and long-term action plans and financial goals.

This is a technical position and may require both field and office work related to real property appraisal. On-site consultants working in the Active Licensed classifications are required to have and maintain, throughout the term of the contract, a current and active: State of Arizona Certified General Real Estate Appraiser License.

4.1.2. Characteristics of the Class: Under general supervision, is responsible for real property appraisal work in the office and in the field, including completing real property appraisals, ordering real property appraisals, completing comprehensive formal reviews of real property appraisals, serving as an expert witness regarding appraisals and completing special appraisal tasks as required.

4.1.3. An expert witness is defined as someone who, through education or experience, has developed skill or knowledge in appraisal, so that he or she may form an opinion that will assist the fact-finder.

4.1.4. Examples of Duties: Duties shall include but are not limited to accurately and expediently completing real property appraisals, ordering real property appraisals, completing comprehensive formal reviews of real property appraisals, completing special appraisal tasks as assigned (i.e. completing project cost estimate) and serving as an expert witness regarding appraisals as required.

4.1.5. Knowledge, Skills and Abilities: The required methods and best practices regarding the appraisal and valuation of real property, including the Uniform Standards of Professional Appraisal Practice, Federal and State rules, regulations and statutes; condemnation and/or acquisition of property; professional and effective negotiation methods and techniques; practices and procedures in property management and residential and business relocation; eminent domain/legal processes, and agencies to contact in order to describe and acquire property; proper interpretation of drawings and other engineering plans to properly analyze and value features and property. Skills and Ability to ensure compliance with Uniform Standards of Professional Appraisal Practice, Federal, State and ADOT statutes, regulations, policies, procedures, and Department standards; provide project cost estimates, deal with property owners, public officials; work with a number of detailed matters simultaneously, effectively communicate regarding property and appraisals, use proper and effective terminology when describing property and writing comprehensive reports.
