The Texas General Land Office is seeking a Director V (Director of Cash Management) within the Financial Management Department of the agency.
The Director V performs highly advanced (senior-level) managerial work, providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

What Your Contributions to the GLO Will be:
· Strategic Leadership & Oversight:
Directs program activities and business functions within the division, ensuring alignment with the GLO strategic plan. Oversees the division's plan to meet goals, objectives, and deadlines. Supervises the Cash Management Division, managing HR functions such as onboarding, disciplinary actions, employee relations, time/leave approval, salary adjustments, performance management, and career development. Provides strategic consultation and recommendations to senior and executive leadership, addressing evolving business needs to support decision-making on pending issues.
· Cash Operations, Property Accounting & Business Innovation:
Oversees revenue collection and invoice payments in accordance with state/federal guidelines to ensure accurate and timely processing. Oversees management of physical assets, ensuring proper handling and documentation, and compliance with State Property Accounting rules. Oversees internal process improvement that focuses on agency efficiency through automation.
· Policy Development & Program Evaluation:
Develops and communicates internal and external policies, procedures, and guidelines to agency staff, ensuring compliance is consistently monitored. Additionally, leads the development and oversight of both long-term and short-term strategic plans for the Cash Management Division. Reviews the outcomes of special investigations, as well as internal and external audits, providing direction and guidance to staff. Oversees the review of documentation to ensure compliance with federal laws and regulations, and implements corrective actions when necessary.
· Representation & Strategic Communication:
Serves as the primary representative for the Cash Management Division at meetings, hearings, and legislative sessions. Delivers presentations, responds to legislative inquiries, and oversees implementation of related changes. Advises executive leadership on strategic communication planning.
Qualifications
Minimum Qualifications:
· Graduation from an accredited four-year college or university with major coursework in Accounting, Finance, Business Administration, or a related field.
· Experience in the management and direction of a program relevant to the assignment.
· 5 years of experience in managing and overseeing cash transactions and physical assets.
Experience and education may be substituted for one another.
Preferred Qualifications:
· Previous experience working in CAPPS Financials is preferred.
Physical Requirements:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities, requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
