This position plays a key role in ensuring the reliable operation of heavy machinery—including excavators, backhoes, skid steers, and dump trucks—in the construction, maintenance, and rehabilitation of wastewater systems. Key Responsibilities – Heavy Equipment Operator (Repair Group)

  • Operates heavy equipment such as backhoes, excavators, skid steers, dump trucks, trailers, and attachments in support of utility repair, installation, and maintenance operations.
  • Conducts pre-use inspections and perform routine maintenance checks on all assigned equipment to ensure safety, functionality, and compliance with operational standards.
  • Identifies and troubleshoots issues related to utility infrastructure and equipment performance and assists with implementing timely and effective solutions in the field.
  • Demonstrates strong leadership and initiative by proactively supporting team goals, assisting less experienced operators, and contributing to a high-performance, results-driven work environment.
  • Prioritizes and models safe work practices by following established safety procedures, using personal protective equipment (PPE), identifying hazards, and participating in safety meetings and training.
  • Utilizes computer-based tools and systems (e.g., Outlook, work order management software, GIS, GPS) to receive assignments, log work activities, and report maintenance issues or project updates.
  • Collaborates effectively with team members, supervisors, and other departments to complete assigned tasks efficiently while maintaining open and respectful communication.
  • Engages in professional, customer-focused service, addressing public concerns or inquiries courteously and representing the department with integrity and professionalism.
  • Participates in conflict resolution and team-based problem-solving, contributing to a positive and respectful work culture that emphasizes accountability and continuous improvement.
  • Adapts to shifting priorities and work demands, including responding to emergency repair situations, inclement weather operations, or after-hours assignments as needed.

  • A $2,500 signing bonus is available to new county employees hired in the Heavy Equipment Operator position. Applicants must possess a valid CDL at time of application submission to be eligible.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to completion of the tenth grade; plus three years of experience operating motorized equipment and/or semi-tractor trailers, as appropriate.

CERTIFICATES AND LICENSES REQUIRED:

  • Valid driver's license.
  • Class "B" commercial driver's license (CDL).
  • DOT Medical Card.
  • VDOT Work Zone Traffic Control Certification (Flagger) within 6 months of hire.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a medical examination to the satisfaction of the employer prior to appointment.

PREFERRED QUALIFICATIONS:
  • Three years of work experience operating Heavy construction equipment.
  • One year of experience performing routine maintenance, inspections, and operating CDL vehicles.
  • One year experience serving in a leadership role.
  • Two (2) years of experience with the processes of inspecting, troubleshooting, repairing, installing, and performing preventative maintenance of underground utilities.
  • Intermediate level of experience using computers systems related to Microsoft Office, GIS, GPS, and an asset management program.
  • Possession of any of the following certifications:
    • VDOT Basic Work Zone Traffic Control and Flagger Certification.
    • Confined Space Entry.
    • Manhole Assessment Certification (MACP) or Pipeline Assessment Certification Program (PACP).
    • Class "A" Commercial Driver’s License (CDL).

PHYSICAL REQUIREMENTS:
Ability to communicate effectively both oral and in writing. Ability to lift/ slide up to 90 lbs. with assistance. Ability to work around and in contact with raw sewage. Must be able to operate keyboard driven equipment and use other automated technology to input, access and retrieve information from a laptop or desktop. Visual acuity is required to read data on computer monitors such as GIS maps. Must be able to physically negotiate rough terrain on uneven ground such as hills, wooded and marshy areas. Must be capable of pushing, pulling, lifting, bending, stooping, walking, and climbing to enter permitted confined spaces such as in and out of catch basins and manholes. Per safety requirements, confined spaces may not be entered by persons who weigh 310lbs. or more. Must be physically fit to perform manual labor in all types of environments. This requires the ability to endure variable and extreme weather conditions such as hot, cold, during rain, noisy environments, etc. Requires the ability to stand, stoop, bend, reach, walk, climb, sit, kneel, crawl, lift, as well as work in strenuous and uncomfortable positions for long periods of time to manipulate materials with manual dexterity, use of hoses, and operate units up to 12 feet tall to set up and perform maintenance. All duties performed with or without reasonable accommodations.
