Position Summary
We are seeking a reliable and detail-oriented HR & Payroll Representative. This role is the go-to contact for all CA employees, responsible for certified payroll reporting, weekly payroll support, onboarding, and day-to-day HR administration.
You’ll ensure full compliance with California DIR prevailing wage laws and act as the primary liaison between onsite employees and Corporate HR.
Key Responsibilities
- Prepare and submit
- Maintain wage determinations, fringe benefit records, and job classification data
- Assist in weekly payroll processing: validate hours, pay rates, cost codes, bonuses, garnishments, and termination checks
- Audit and correct timecards, ensuring compliance with California wage and hour laws
- Greet new hires and coordinate onboarding with Safety and Operations
- Collect, scan, and upload all new hire paperwork (I-9, W-4, policy acknowledgments) into HRIS system
- Conduct new hire orientations: clock-in process, time-off requests, call-out procedures, facility tours
- Schedule drug tests, physicals, and background checks
- Support offboarding: collect company gear, finalize hours, and submit documentation to payroll
- Assists with the administration of employee benefits, which may include collecting and submitting employee information and notice of change in status to health, dental, life, disability, and other insurance carriers or insurance brokers.
- Performs administrative and recordkeeping tasks related to staffing changes, which may include layoffs, resignations, terminations, and extended leaves of absence.
- Act as the onsite liaison with Corporate HR, handling employee questions and communication
Required Skills & Abilities
- 3+ years of experience in certified payroll and payroll processing for California public works
- In-depth understanding of California DIR prevailing wage laws
- Proficiency in Excel and payroll/HR systems (e.g., Spectrum, Points North, BambooHR)
- Highly organized, approachable, and capable of working independently in the field
- Bilingual (English/Spanish) a strong plus
Required Skills & Abilities

Education & Experience
- High school diploma or equivalent required; associate or bachelor’s degree in Human Resources, Business Administration, or related field preferred
- Minimum of 3 years of experience in payroll processing, with a focus on certified payroll and California prevailing wage compliance
- Experience in construction, field services, or public works environments strongly preferred
- Hands-on experience with HRIS and payroll systems (e.g., BambooHR, Spectrum, Points North)
Position Type/Expected Hours of Work: This is a full-time, exempt
in office position. Days and hours of work are typically Monday through Friday, but some flexibility is required as job duties demand.
