Job DescriptionIDD Program Specialist
An IDD Program Specialist plays a pivotal role in supporting individuals with Intellectual and Developmental Disabilities (IDD) by coordinating, monitoring, and evaluating the services they receive. This role involves working closely with individuals, families, supports coordinators, and community resources to ensure that individuals with IDD have access to appropriate supports that align with their needs and goals.
The IDD Program Specialist helps implement person-centered care, monitors service delivery, ensures compliance with regulations, and advocates for individuals’ rights and needs. The PA Program Specialist must be knowledgeable about all Office of Developmental Programs (ODP) regulations and ensure compliance in all aspects of service delivery.
Key Responsibilities1. Individual Care and Service Coordination
- Assessment and Care Planning: Conduct individual assessments to determine needs for HCBS services (personal care, nursing care, respite care, home modifications, etc.) and develop person-centered care plans.
- Service Coordination: Coordinate and facilitate the delivery of appropriate services (e.g., personal care aides, homemaker services, skilled nursing) to ensure individuals receive timely and adequate care in collaboration with individuals and family members. This includes completing onboarding documentation, coordinating schedules, facilitating meet and greets, and monitoring ongoing service delivery.
- Community Outreach and Networking: Conduct outreach to supports coordinators, Administrative Entities, and other local community organizations to inform them about available services and resources. Build and maintain relationships to identify potential individuals and deliver appropriate services.
- Referral Generation: Drive business by generating referrals from community partners for individuals with IDD who need services and supports.
2. Referrals, Staffing Coordination, and Onboarding
- Assess Staffing Needs: Work with regional managers and team leads to assess staffing requirements for current and upcoming referral needs, ensuring the right balance of skills and expertise to meet service delivery needs.
- Referral Process Management: Oversee the referral process to ensure that staffing referrals are timely, accurate, and aligned with individual needs.
- Candidate Evaluation: Review resumes, conduct preliminary interviews, and assess candidates based on qualifications, experience, and fit for the individual’s needs.
- Facilitate Interviews: Coordinate interviews with candidates to ensure they meet job requirements.
- Onboarding Support: Manage the onboarding process by ensuring all necessary documents, background checks, and certifications are completed promptly.
- Training Needs Assessment: Identify required training or certifications for new hires and coordinate sessions to prepare them for the role.
3. Service Coordination and Case Management
- Implement Individual Service Plans (ISPs): Collaborate with individuals, families, and supports coordinators to implement and monitor person-centered ISPs.
- Monitor Service Delivery: Track service implementation to ensure the individual’s needs are met and that services are provided as outlined in the ISP.
- Ongoing Assessment: Continuously evaluate and update services based on changes in the individual’s health, behavior, or needs.
4. Compliance and Documentation
- Monitoring and Oversight of Direct Support Staff: Ensure DSPs submit daily service notes that align with participant needs and outcomes. Review time logs, GPS verification, and approve notes daily.
- Ensure Regulatory Compliance: Ensure services are delivered in accordance with state and federal laws, including Medicaid and ODP requirements. Ensure that all participant and DSP files meet regulatory requirements, including background checks, certifications, and documentation.
- Maintain Documentation: Accurately maintain records including ISPs, assessments, service notes, and incident reports.
- Incident Reporting: Ensure incidents involving individuals with IDD are properly documented and reported in compliance with state regulations.
5. Advocacy and Individual Support
- Individual Advocacy: Advocate for the rights and needs of individuals with IDD, ensuring they are respected and supported in service choice and community participation.
- Promote Independence: Support individuals in gaining greater independence in daily living, employment, and community life.
6. Training and Staff Supervision
- Staff Training: Provide training and support to DSPs, families, and team members on person-centered planning, care delivery, and internal policies.
- Supervision: Oversee DSPs to ensure they follow ISPs, uphold safety standards, provide quality care, and maintain proper documentation.
Education
A Bachelor’s degree in Social Work, Psychology, Special Education, Human Services, or a related field is preferred.
Experience
- At least 2 years of experience working with individuals with IDD, especially in case management, program coordination, or service delivery.
- Experience in person-centered planning, behavioral interventions, and community integration is highly preferred.
- Familiarity with IDD service systems, including Medicaid, ODP waiver programs, and relevant state/federal regulations.

Work Environment
- Program Specialists work on-site in an office setting from 8:30 AM – 5:00 PM, Monday through Friday.
- Some travel may be required to visit individuals in their homes, community environments, or care facilities.
Salary and Benefits
- Salary range: $43,000 – $52,000 (based on location, education, certifications, and experience)
