JOB SUMMARY
The Systems Manager is a working manager responsible for the strategic oversight and operational execution of the organization’s IT infrastructure. This role supervises Systems Administrators, a Network Engineer, and an IT Specialist, while also actively contributing to systems administration, network management, and technical support. The Systems Manager ensures the reliability, security, and performance of all IT systems and services, aligning technology operations with organizational goals. This position also manages vendor relationships, oversees service contracts, and acts as a primary responder for system outages or security alerts.
ESSENTIAL FUNCTIONS
Supervisory Responsibilities
- Directly supervise and support Systems Administrators, Network Engineer, and IT Specialist.
- Conduct performance evaluations, manage schedules, and oversee professional development.
- Coordinate team workflows and ensure timely completion of projects and support tickets.
- Direct multiple IT functions and processes across departments to ensure operational readiness.
- Monitor productivity and quality measures for IT operations and take appropriate follow-up actions.
Technical Responsibilities
- Administer and maintain servers, storage systems, and enterprise applications.
- Oversee network infrastructure including firewalls, switches, VPNs, and wireless systems.
- Implement and monitor cybersecurity protocols and disaster recovery plans.
- Provide Tier 3 support for escalated technical issues.
- Lead system upgrades, patch management, and hardware lifecycle planning.
- Act as primary responder for system outages or security alerts.
- Maintain documentation for systems architecture, procedures, and configurations.
Strategic & Administrative Duties
- Develop and manage IT operational budgets and procurement plans.
- Collaborate with leadership to align IT initiatives with organizational strategy.
- Ensure compliance with internal policies and external regulations (e.g., HIPAA, NIST).
- Manage vendor relationships and service contracts for IT hardware and software.
- Support organizational readiness for audits and accreditation related to IT systems. "
REQUIREMENTS
- Participates in Core Connections training and applies GPTLHB Core Connections concepts and practices in their work.
- Familiarity and/or experience working with American Indian populations and respect for and knowledge of traditional, cultural, and spiritual practices of diverse American Indian communities, as well as an ability to work with other culturally and ethnically diverse populations.
- Proficiency with computer programs (Word, Excel, PowerPoint) and other Internet technologies.
- Valid driver’s license must be kept current, and certificates, credentials or licenses must be kept current and consistent with regulations required by applicable federal, state and/or grant regulations as applies to position.
- Work in a cooperative and professional manner with OHC and GPTLHB staff.

MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS
Education/Relevant Experience: Bachelor’s degree in Computer Science, Information Systems or related field and one (1) year of experience, or associate’s degree and three (3) years’ experience, or high school diploma or GED and five (5) years of progressively responsible experience.
2+ years in a supervisory or lead role.
PREFERRED EDUCATION REQUIREMENTS
Master’s degree or relevant certifications (e.g., CISSP, CCNA, MCSE).
PREFERRED EXPERIENCE REQUIREMENTS
Experience in tribal health or public sector environments.
Proficiency in Windows Server, Active Directory, virtualization (VMware/Hyper-V), and networking.
