Job Announcement
Manages the county’s tax relief and deferral programs for seniors and people with disabilities, and the tax exemption programs for Disabled Veterans and Surviving Spouses. Supervises professional and administrative staff who administer the intake, review, audit and acceptance or denial of tax relief, exemption, and deferral applications. Works with staff to plan and organize work schedules and prioritize tasks. Monitors productivity of staff through statistical reports to ensure successful completion of the program objectives. Ensures compliance and interprets exemptions for the public and employees as found in the Code of Virginia, Title 58.1 and subsequent county codes. Leads the Tax Relief Outreach Program. Runs reports and monitors quality review of real estate, personal property and rental grant data and annual exemptions. Collaborates with other areas of DTA, county agencies, and Board of Supervisor offices.
Note: The assigned functional areas of this position are audit, financial investigation, customer service, and program management.

- Independently designs, develops, and coordinates ongoing department programs and special projects;
- Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
- Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);
- Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
- Provides guidance, recommendations, and advice to departmental managers;
- Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
- Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.
Required Knowledge Skills and Abilities

- Considerable knowledge of mission, goals, and objectives of the organizational unit, program, or activities to which incumbent is assigned;

Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus, four years of professional work experience within the functional area.
- Experience in the management of tax relief and exemptions for seniors and people with disabilities.
- Subject matter expertise in tax relief, exemptions, and deferral qualifications and eligibility requirements.
- Experience auditing tax relief applications including the review of financial and legal documentation.
- Extensive knowledge of the state and local statutes governing tax relief, deferrals, and exemptions.
- Detail oriented, able to multitask, and prioritize.
- Experience supervising and managing professional and administrative staff.
- Ability to communicate clearly and concisely, orally, and in writing.
- Ability to make oral presentations to department management, other departments, or the public.
- Ability to establish and maintain effective relationships with both internal and external contacts.
- Proficiency using Microsoft Office (Word, Excel, and Outlook).
CERTIFICATES AND LICENSES REQUIRED:

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and driver's license check to the satisfaction of the employer.
PHYSICAL REQUIREMENTS:
Ability to lift up to 10 lbs. Ability to travel to various locations throughout Fairfax County to provide coverage, attend meetings and trainings. All duties may be performed with or without reasonable accommodations.
