As the designated Responsible License Holder (RLH), this position ensures full compliance with 528 CMR, OSHA, and company standards. The role is both strategic and hands-on—blending field leadership with regulatory oversight to ensure safety, quality, and project success.

Responsibilities:

  • Serve as Responsible License Holder for all high-pressure piping scopes in Massachusetts.
  • Oversee the permitting, installation, and inspection of high-pressure steam, hot water, geothermal, and natural gas piping systems.
  • Collaborate with Engineering and Project Management on project design reviews and constructability planning.
  • Interpret complex blueprints, piping schematics, and site drawings to guide field teams.
  • Lead field execution of trenching, backfilling, shoring, and confined space entry related to mechanical utility systems.
  • Conduct and sign off on all required inspections per state and local requirements; interface directly with AHJs and local municipalities.
  • Supervise and mentor a field team of Pipefitters, Laborers, and Utility Technicians to ensure adherence to project scope, safety protocols, and state codes.
  • Develop and implement job-specific work plans, task hazard analyses (THAs), and quality control procedures.
  • Assist in material takeoffs, procurement, and inventory management to support efficient jobsite readiness.
  • Contribute to project bids and estimates, identifying labor, materials, and timeline inputs.
  • Support root cause analysis of issues, corrective actions, and field performance improvements.
  • Train and certify junior staff in field competencies related to high-pressure systems and trench safety.
  • Ensure documentation of jobsite activities, inspections, signoffs, and compliance reports.
  • Expert knowledge of 528 CMR, Mass plumbing and gas codes, OSHA, & trench safety standards.
  • Mastery in high- and low-pressure piping systems including steam, hydronic heating, geothermal, and natural gas distribution.
  • Skilled in field leadership, job planning, and compliance documentation.
  • Strong command of confined space, excavation, and shoring safety protocols.
  • Proficient in reading construction documents, mechanical drawings, and as-builts.
  • High-level communication and collaboration skills to interface with project stakeholders, engineers, and inspectors.
  • Effective time management and problem-solving capabilities under tight project deadlines.
  • Proficiency with construction management software (e.g., Procore, Bluebeam) and field documentation tools.
  • Understanding labor union workforce dynamics is a plus.
  • Supervisory Responsibilities:
  • Directly supervises 5–10 crew members (Pipefitters, Laborers, Utility Technicians).
  • Provides hands-on field mentorship, performance feedback, and quality control oversight.
  • Coordinates daily work assignments, safety briefings, and project updates with site supervision.
