Job Title: Operational Analytical Planner

Location: Alexandria, VA

Introduction:

Rivet Operations Company is seeking a highly analytical and detail-driven Operational Analytical Planner to support the National Guard Bureau (NGB) A5/8 at Joint Base Andrews. This role plays a pivotal part in advancing high-level strategic initiatives, conducting organizational studies, and analyzing planning and programming processes within the Air Force Strategy, Planning, Programming, Budgeting, and Execution (SPPBE) framework.

Duties and Responsibilities:

  • Conduct detailed organizational studies to assess operational efficiency, workforce utilization, and program alignment.
  • Design and document improved systems, procedures, and processes that streamline operations and increase mission effectiveness.
  • Perform work simplification and workload measurement studies, generating metrics that support leadership decision-making.
  • Develop operations manuals and standard operating procedures (SOPs) to guide ongoing and future organizational processes.
  • Deliver analytical reports on ANG roles, missions, and resourcing to inform national defense studies and high-level working groups.
  • Provide historical data and trend analysis to support development of the SPS-SC activities budget.
  • Evaluate and recommend cost-effective solutions for supplies, software, and conference logistics within approved ODC funding thresholds.
  • Support conference and working group planning by preparing financial justifications and coordinating with the COR for approvals.
  • Facilitate ANG’s participation in Top Secret-level strategic discussions by ensuring ANG equities are clearly documented and advocated for.
  • This position also requires occasional travel to the Pentagon and other nearby facilities and may involve navigating secure facilities, climbing stairs, and transporting documents or presentation materials during engagements.

Compensation Minimum: $94,120.00

Compensation Maximum: $117,651.00

Education, Experience, Skills:

  • Master’s Degree in Strategic Studies.
  • Minimum of 5 years of experience in operational or strategic planning in a military or defense environment.
  • Demonstrated ability to synthesize complex information into coherent recommendations.
  • Familiarity with the SPPBE process and DoD resourcing methodologies.
  • Strong interpersonal, written, and verbal communication skills.
  • Proficient in MS Office Suite and data analysis tools.

Clearance Requirement:

Must be a U.S. citizen and able to obtain and maintain the security clearance requirement for the position.

Physical Requirements:

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required. May include lifting to 25 pounds as necessary.
