LANCASTER COUNTY FIRST STEPS
PARENTS AS TEACHERS PARENT EDUCATOR
Reports to: PAT Supervisor
Job Status: Full-time, exempt
Salary Range: $31,000 - $42,000 per year
Implements the Parents as Teachers model to fidelity, emphasizing parent- child interaction, development- centered parenting and family well- being.
Plans with and demonstrates for parents’ appropriate education and early childhood development activities. Maintains an accurate and confidential record system. Assist parents in establishing and working toward goals for their child and family.
Case Management (50%)
Manage a regular caseload of families.
Work directly with parents in their home to develop and deliver bi- weekly home visits and activity plans. Complete an initial and annual family- centered assessment with each family.
Develop, monitor, and review goals with each family.
Plan, provide and document personal visits focused on parent-child interaction, development-centered parenting and family well-being.
Develop, in partnership with parents, an individual development plan for each child. Assist parents in developing and fostering healthy self-concepts for themselves and encourage them to foster healthy self-concepts in their children.
Demonstrates techniques that reinforce the parents as the child's first teacher.
Plans with and demonstrates for parents’ appropriate education and early childhood development activities.
Provides examples to parents that show how naturally occurring activities in the home and other places may be used as learning opportunities.
Plan with PAT team, monthly group connections to provide families with opportunities for social interaction, in addition to parenting education opportunities.
Assist families with identifying resources/community services needed to meet family goals and make referrals to ensure the delivery of needed services; coordinate with partner
agencies to secure resources and provide crisis intervention services.
Act as a liaison in advocating for parents as they seek access to community resources. Maintain accurate, up-to-date files, including site visit summaries, for each assigned family in PAT and SCFS data systems and provide timely family/child information updates to PAT program team.
Maintain and submit all required family and program documentation in a timely manner. Participate in required reflective supervision and staff meetings monthly.
Obtain competency-based professional development and renew parent educator certification annually. Participate in continuous quality improvement.
Enrollment (20%)
Perform needed assessments as needed for enrollment and within the requirement.
Support recruitment, selection, and enrollment activities, including publicity; responding to information requests; assisting families with completing applications; follow-up on incomplete applications.
Program Compliance and Monitoring (20%)
Implements PAT model to fidelity with guidance from PAT supervisor.
Maintains an accurate and confidential record system as set by PAT/ SCFS standards. Maintains confidentiality of child and family records and information.
Maintains professional standards and respectful relations with staff, children, families and community.
Maintains accurate written child and family records and all required paperwork.
Documents and tracks family/child information. Provides updates and submits reports in accordance with procedures.
Assist in updating child/family database records.
Assist parents in establishing and working toward goals for their child and family.
Provides parent education on various topics routinely during home visits and socializations. Actively participates in professional development opportunities.
Related duties as assigned.
General Responsibilities (10%)
Demonstrate a commitment to the Lancaster County First Steps mission, values and policies in the performance of daily job duties.
Demonstrate overall familiarity and comply with all applicable South Carolina First Steps, Lancaster County First Steps and Parents as Teachers policies and procedures, as well as HSPPS.
Fulfill responsibilities as a SC mandated reporter.
Maintain confidentiality regarding staff, child, and family information.
Meet all applicable federal, state, and local health requirements, and update personal medical records as required.
Qualifications, Skills, and Abilities
At a minimum, high school diploma/ GED and two years previous supervised work experience with young children and/ or parents. Preferred, Associate’s or Bachelor’s
degree in early childhood education, social work, human services, health, psychology, or related field.
Ability to relate effectively with children, families, community members and staff of diverse backgrounds.
Skill and willingness to address sensitive family situations in a non-threatening, professional manner.
Excellent written and verbal communications skills and a collaborative approach to building relationships.
Strong organizational skills and the ability to manage multiple competing priorities effectively.
Strong working knowledge of Microsoft Office.
Preferred Knowledge, Skills, and Abilities
Associate or bachelor’s degree in early childhood education, social work, human services, family services, health, psychology, or a related area.
Knowledge of data management systems.
Other Requirements
Satisfactory references check and criminal and sex offender background check, including fingerprinting.
Satisfactory TB test or chest X-ray and a signed pre-employment physical dated not more than 12 months prior to employment (paid for by LCFS).
Occasional bending, stooping, and lifting to 25 lbs.
Regular sitting, working at computer keyboard and desk, and standing to file documents in filing cabinet.
Ability to meet transportation needs as required by the position.
