The Port of Portland is hiring for a Pavement Asset Manager.
We are seeking an individual that would manage the development, implementation, and execution of the Port’s asset management programs for pavements, bridges, sidewalks, pavement toppings, and rail(s) at all Port locations.
Candidate must be comfortable performing job requirements indoors and outdoors in varying weather conditions, and different types of terrain. These conditions may/will require proper safety training and the utilization of proper safety equipment.

The Pavement Asset Manager has their thumb on the pulse of these assets, tracking their condition, planning rehabilitation, replacement projects, and coordinating closely with stakeholders throughout the Port to ensure the right projects are completed at the right time. ”
Essential Job Duties
- Manage the Airport Pavement Management Program (PMP) to ensure compliance with FAA AC No: 150/5380-7B, along with the PMP for non-aviation properties, which includes the .
- Facilitate Asset Management Planning (AMP) team discussions to identify and document asset refurbishment or rehabilitation strategies, and conduct assessments to determine the condition of assets.
- Communicate the status of assets and the need to initiate projects to stakeholders, system owners, and business line managers.
- Develop and maintain a 10-year asset management capital improvement forecast for all properties, which includes recommending when assets will receive major maintenance, refurbishment, or replacement, based on asset condition and the required level of service.
- Collaborate with project development managers and other stakeholders to develop specific capital projects.
- Manage and utilized the PAVER pavement management database, ensuring the data is routinely updated to accurately reflect annual condition surveys, pavement maps, and construction information.
- Utilize the data to forecast pavement condition index values and anticipate major maintenance projects.
- Conduct monthly airfield pavement inspections of Portland International Airport (PDX), Hillsboro Airport (HIO), and Troutdale Airport (TTD) runways, taxiways, and aprons, and document details appropriately.
- Maintain monthly inspection information for a minimum of 5 years, including inspection date, location, distress types and maintenance scheduled or performed.
- Coordinate pavement inspections and surveys with various Port stakeholders to ensure operational impacts are limited.
- Implement and manage contracts for pavement condition index surveys, pavement geotechnical investigations, bridge inspections, cathodic protection analysis, rail assessments, and sidewalk assessments.
- Ensure the Annual Pavement Condition Index (PCI) Surveys are conducted in compliance with ASTM D5340, Standard Test Method for Airport Pavement Condition Index Surveys.
- Manage the asset management programs for rail, bridges, pavement toppings (e.g., epoxy coatings), and sidewalks at all Port locations.
Minimum Qualifications
- 4+ years of program development, implementation and/or program management experience.
- (Highly Preferred) Experience in a public agency in one of the following technical areas: Pavement or Asset Management, Pavement Inspection, Airport Facilities & Maintenance, Construction Management, and/or Estimating.
- (Desired) Bachelor’s Degree in Planning, Engineering, Architecture, Business Administration, Aviation Administration, or related field.
- (Highly Preferred) Strong background in Pavement Management, Planning and Development, and/or Project or Construction Management.
Demonstrated Skills & Abilities
- Advanced- Knowledge of pavement management systems and principles including street preservation, rehabilitation, construction, and reconstruction practices.
- Senior- Communication, organization, and adaptability skillsets; this role will be coordinating with multiple stakeholders from diverse backgrounds.
- Senior- Street classifications and implications of different traffic loading conditions, as well as asset management lifecycle principles
- Senior- Pavement testing, design, inspection and survey techniques.
- Senior- Reading and understanding complex engineering drawings/plans.
- Advanced- Manage large data sets, analyze the data to forecast asset replacement needs, and communicate with business lines.
- Senior- MS Office Suite, PAVER database (preferred) and advanced GIS programs.
