MINIMUM TRAINING AND EXPERIENCE
- Graduation from high school; or equivalent GED;
- Preferred: course work at a college, university or community college in criminal justice or related field; or any equivalent combination of training and experience that provides the knowledge, abilities, and skills.
NECESSARY SPECIAL REQUIREMENTS
- Completion of training and Certification as a Police Officer by the State of Nebraska, or eligible for such certification.
- Candidates that are not currently certified as a law enforcement officer by the State of Nebraska must complete certification training upon hire.
- Employee must possess and maintain of a valid Nebraska Driver’s License
- Certification in basic first aid and cardiopulmonary resuscitation. (Training may be provided after hire.)
- Must comply with any other requirements of the City of Fremont.
- Must be citizen of the United States.
- At least 21 years of age prior to graduation from basic training academy.
- Free of any conviction by any state or the United States for a crime punishable by imprisonment for a term of one year or more, or has been pardoned of such offense, or has had a conviction for such offense overturned, or reversed by a court of competent jurisdiction.
- Must maintain residency requirements as established by the City of Fremont.
- Current residency requirement is no more than 30 miles from the city limits. Candidates will have up to 6 months after the completion of their probationary period to meet this residency requirement.
- Must be of good character, as may be determined by a background investigation.
- Must be eligible for admission to the basic training academy with the Nebraska Law Enforcement Training Center (NLETC). Following hire, must be admitted to and successfully complete the basic training coursework by NLETC.
Application Instructions and Schedule:

- Upon receipt of your application, we will send you an additional questionnaire to complete and submit.
- Once your completed application packet is received, it will be reviewed and you will be notified if you are eligible to test. If you are eligible to test, you will be provided further details regarding testing on September 2nd and 9th, 2025. Please note that availability for all tests and interviews is limited and alternate dates may not be available.
Selection Process - All candidates must be available for the following hiring exercises, all are conducted in person.
- Written Testing and PRET– An entry level written test and PRET (Physical Readiness Entrance Test) is scheduled to be conducted on September 2nd, 2025 and September 9th, 2025. You must be available for both dates.
- If candidates successfully complete the above testing, they will be required to submit additional background information and fingerprints, which will be due on Monday, September 22, 2025.
- Completed Personal History Statement (PHS). You may obtain the form by going to our website at www.fremontne.gov, hovering over "Government" in the top menu, selecting Human Resources, and then selecting the Police Officer Candidate Packet in the menu on the left.
- The PHS contains a list of additional required documents that must be included with your application packet.
- The PHS and additional documents may be emailed to jobs@fremontne.gov, or mailed/delivered to the City of Fremont Human Resources Department at 400 E. Military Avenue, Fremont, NE 68025.
- Once your PHS and additional documents have been received, a background investigation will be initiated by FPD.
- Candidates successfully meeting all of the above requirements will be scheduled for a Chief’s Interview, which is an in-person interview.
- Additional interviews will be conducted by the Civil Service Commission at a later date - this is also an in-person interview.
Candidates must be available for all scheduled hiring activities to be considered. We will attempt to work with scheduling conflicts, but alternative dates or times may not be available.
Anticipated start date for non-certified candidates is December 2025, with basic training at NLETC beginning January 4, 2026.
NATURE OF WORK
This position is responsible professional law enforcement work in the protection of life and property through the enforcement of laws and ordinances for the City of Fremont.
Work also involves responsibility for the protection of life and property, prevention of crime, apprehension of criminals, and the enforcement of laws and ordinances on an assigned shift. Work involves an element of personal danger, and officers must be able to act without direct supervision. An employee in this classification is expected to exercise independent judgement within the parameters of the departmental policies, procedures and regulations while meeting both routine and complex emergency situations. In accordance with established operating procedures, work assignments, and instructions are received in general terms from a superior officer who reviews work methods and results through reports, observations, discussions, and semi-annual performance evaluation. Supervision is received from an administrative superior.
ESSENTIAL FUNCTIONS
The following examples of work are illustrative only and are not intended to be all inclusive:
- Patrols a designated area of the City in a patrol car; prevents and discovers commission of crime, apprehends criminals and offenders; enforces vehicle and traffic laws; makes police presence known in a manner that contributes to deterrence of law violations.
- Answers calls and radio complaints involving automobile accidents, misdemeanors, and felonies; conducts accident investigations and criminal investigations at the scenes of crimes; may administer first-aid to persons; gathers evidence, locates, and questions witnesses; interrogates suspects; writes citations and makes arrests as required by circumstances; testifies as a witness in court proceedings.
- Establishes traffic control and police protection at incidents which may attract crowds; performs police duties at parades and processions; checks and reports on deficient street lights, signs, road surfaces, and other facilities which may serve the public.
- Checks doors and windows and examines premises of unoccupied buildings or residences in order to detect any suspicious conditions; gives information and provides assistance to motorists and the public.
- Conducts follow-up investigations of misdemeanors and some felonies; collects evidence and interviews witnesses, victims, and suspects; may conduct death investigations; responds to dog-at-large calls.
- Administers roadside sobriety tests, arrests intoxicated drivers and completes chemical analysis requests in Driving Under the Influence cases.
- Determines probable cause to arrest or search; prepares affidavits and serves authorized warrants; appears in court to present evidence and testify against persons accused of crimes.
- On an assigned basis serves as a property and evidence officer; receives, stores, and disposes of property and evidence and maintains the chain of evidence; maintains records of property and evidence.
- On an assigned basis, serves as a firearms instructor; sets up range, checks officers’ weapons, & instructs them in firing techniques.
- On an assigned basis, serves as a community services/crime prevention officer; develops and presents public programs on crime prevention; oversees the Neighborhood Watch Programs; conducts tours of police facilities.
- While performing all duties wears the complete Police uniform including body armor, duty weapon with magazines, radio, handcuffs, Taser and other associated equipment according to assignments.
- Performs duties under a variety of physical and hazardous conditions; with potential exposure to dangerous obstacles and conditions.
- Conducts crime scene investigations which may include preliminary investigations, gather and maintain chain of custody of evidence, interview witnesses and prepare reports; makes arrests when warranted and prepares for testimony.
- Confront and pursue suspects who may be violent, combative or uncooperative and take them into custody.
- Conduct traffic related assignments, monitors traffic conditions, enforces traffic ordinances and laws; directs traffic; issues citations;
- Investigates traffic incidents; provide first aid on the injured parties; conduct interviews of those involved and witnesses; provide documentation of the scene and all relevant circumstances.
- Perform in custody transports of prisoners, to and from court appearances. Conduct interviews and interrogations of in custody male, female and juveniles.
- Performs duties related to animal control complaints and associated animal issues.
- Performs other work which is consistent with the essential functions of the job.

- Knowledge of modern police practices and methods; of department procedures, rules, and regulations.
- Knowledge of applicable federal, state, and local laws and ordinances including laws of arrest.
- Knowledge of the street layout and geography of the City of Fremont.
- Ability to comprehend, retain, and recollect factual information pertaining to laws, statutes, and codes.
- Ability to analyze situations quickly and objectively, and to take proper courses of action.
- Ability to communicate effectively, orally, and in writing; to maintain required records and to prepare reports.
- Ability to maintain alertness, observational skills, and memory recollection; to remain calm and work effectively in stressful situations.
- Ability to maintain awareness of activities occurring at emergency scenes, assess relevant and factual information rapidly and respond calmly; to develop mental representation or pictures of such things as scenes, routes, individuals, and objects based upon descriptions and past experience.
- Ability to confront potentially dangerous situations.
- Ability to prepare, maintain and use various types of equipment involved in activities related to modern law enforcement.
- Ability to meet such physical requirements as may be established by competent authority and state regulations. Skill in the use of firearms and such other regular and special police equipment as may be assigned.
