About the Role
We are hiring a Proposal Operations Manager to lead a remote team of proposal specialists, capture leads, and coordinators supporting federal government contract opportunities. This role ensures the proposal department runs efficiently, meets deadlines, and delivers compliant, high-quality submissions for federal, state, and local solicitations.
You’ll oversee all operational aspects of the team including performance reviews, staffing needs, communication flow, and process improvement—ensuring the department operates at its highest level.
What You’ll Do
- Manage the daily operations of an 8-person remote team focused on government proposals and business capture
- Ensure timely, compliant submissions for federal, state, and local government RFPs, RFIs, RFQs, and task orders
- Track assignments and deadlines; enforce internal quality standards and proposal compliance
- Conduct team performance reviews, provide coaching, and handle call-offs and staff changes
- Facilitate internal communication between the team and cross-functional departments
- Lead kickoff meetings, color team reviews, and final proposal submission coordination
- Monitor team productivity and identify areas for operational improvement
- Provide updates to executive leadership on team performance and proposal pipeline
Requirements
- 3–5 years of experience in government proposal or capture management
- 2+ years in a supervisory or management role, preferably in a remote setting
- Knowledge of federal contracting processes (FAR/DFARS), Section L & M compliance, and proposal development standards
- Strong project management, communication, and organizational skills
- Proficient with collaboration tools such as Microsoft Teams, SharePoint, GovWin, and Monday.com
Preferred Qualifications
- Experience responding to solicitations from DoD, DHS, GSA, DOJ, or similar agencies
- Familiarity with cost volume coordination and pricing strategy
- APMP certification is a plus
- Experience managing proposal color team reviews and compliance matrices
