ENTRY-LEVEL SALARY: $ 50,247 annually

PAY GRADE RANGE: $ 50,247 - $ 80,396 annually (Pay Grade 312 )

PREFERRED QUALIFICATIONS

Preference may be given to applicants with two years of college level course work in Computer Science, Information Systems, Criminal Justice or other directly related field from a CHEA accredited college or university or at least two years work experience in Computer Science, Information Systems, or Criminal Justice

GENERAL DESCRIPTION

Under general supervision, performs a variety of support duties related to the day-to-day operation of the Real Time Information Center (RTIC), including monitoring and research using video, open-source media, sensor technologies, and varied software applications and databases, relaying information using multiple communication devices, and tracking and assessing Knoxville Police Department activities.


ESSENTIAL FUNCTIONS

Operates various devices integral to identifying priority calls for RTIC support, including accessing, navigating, and recording disparate video systems and monitoring calls for service on Computer Aided Dispatch (CAD) screens and viewing selected public/private video assets.

Monitors live camera feeds and other data sources looking for criminal or suspicious activity in order to assist with calls for assistance and situational awareness, including critical incidents or special events, proactively monitoring camera systems for public safety situations and communicating necessary information to essential personnel on a continual basis as situations evolve and move.

Locates addresses, video assets, and associated call related data during a call for service and relays this information to responding and investigating officers.

Observes, detects, and reports to dispatchers and responding personnel observed relevant information in a timely manner, including criminal or suspicious behavior and circumstances, recording dates, time, and camera locations of those activities.

Research, collect, review, and organizes video and other information from all available resources into actionable intelligence to support public safety and investigative personnel.

Prepares accurate and concise incident, supplemental, investigative, and other necessary reports, including statistical reports provided to RTIC supervisors and command staff.

Responds to requests for evidence regarding critical incidents in accordance with applicable policies and procedures, as well as local, state, and federal guidelines.

Notifies supervisory staff regarding important or critical incidents.

Documents RTIC asset uses and actions taken in activity reports.

Participates in meetings and trainings on current best practices, methodology, procedures, and applicable laws and trains other agency personnel on RTIC operations.

Communicates with officers and investigators through Computer Aided Dispatch, police radios, telephone, emails, and text messaging.

Provide court testimony on actions taken as requested.

Other duties, within the employee’s abilities, as assigned to further the mission and success of the Real Time Information Center.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of federal, state, and local laws, codes, and regulations related to police record management, particularly laws relating to privacy and personally identifiable information.

Knowledge of standard practices, materials, techniques, and equipment associated with criminal activity.

Knowledge of City streets, including arterial, feeder, and residential streets.

Knowledge of the principles and practices of operating computers (to include Microsoft Office programs, video players, and internet searchers).

Ability to provide excellent customer service to other employees and members of the public.

Ability to understand and carry out oral and written instructions.

Ability to communicate ideas and information to individuals of diverse backgrounds in a clear, concise and courteous manner, both orally and in writing.

Ability to communicate effectively and clearly through telephone and police radio (listening and talking).

Ability to exercise good judgment in evaluating information and formulating appropriate communications to necessary personnel.

Ability to cope with emotionally tense situations while continuing to effectively perform assigned tasks.

Ability to organize and prioritize work in a logical manner and handle several tasks simultaneously.

Ability to work various days and shifts, and adjust work hours, as needed.

Must have fundamental understanding of departmental policy regarding criminal law, criminal investigation and public safety.

Ability to take initiative and demonstrate proven competence in prioritizing workload when required.

Must be able to work effectively while managing deadlines in pressurized work environments.


PHYSICAL REQUIREMENTS

This position consists of primarily light work, requiring the incumbent to exert up to 20 pounds of force occasionally, or 10 pounds (or less) of force frequently in order to lift/carry, push/pull or otherwise move objects. The job usually requires walking or standing to a significant degree. A description of the specific physical requirements associated with this position is maintained on file in the Human Resources office for review upon request.


MENTAL REQUIREMENTS

This position requires the use of relevant principles and procedures to solve practical problems and to deal with a variety of concrete variables in situations where only limited standardization exists (e.g. drafter, firefighter, carpenter).
