Job Description
RESPEC is seeking a seasoned Capture Lead to drive growth and strategic alignment across our federal, state, local, and commercial portfolios. This leadership role is pivotal in identifying, qualifying, and securing new business opportunities through the full capture lifecycle—from market analysis to award. The ideal candidate will develop an intimate knowledge of RESPEC’s services offered to relevant customers and bring deep domain expertise, a strong industry network, and a proven track record of winning high-value contracts.
- Business development lead that drives pursuits and capture efforts for new and existing opportunities and drives growth to mature and expand the portfolio.
- Lead and manage capture and planning efforts within the Data and Technology division, as well as those where the solution, services and deliverables include other RESPEC market sectors (engineering and technology).
- Diligent and timely identification and qualification of new business opportunities by leveraging technologies, customer intimacies, inter-company collaboration, and partnerships.
- Coordinate and manage capture team collaboration, go/no-go decision process, activities, actions.
- Develop and manage a robust pipeline aligned with company capabilities and growth targets.
- Establish and maintain relationships with key stakeholders, agencies, teaming partners, contract administrators.
- Guide response and proposal development teams with win strategies and themes development, technical positioning, and compliance.
- Collaborate with technical leads to align solutions with mission needs.
- Provide market, competitor, and customer intelligence. Support proposal color teams, price to win activities, and recommend resources to address gaps.
- Monitor federal budgets, procurement trends, and policy shifts to inform strategy.
- Represent the company at industry events, conferences, and briefings.
- Support transition from capture, through staffing and phase-in success upon awards for continuity and client satisfaction.
- Mentor and/or manage intermediate capture and business development personnel.
Qualifications
Qualifications
- Experience in creating compliance matrices for solicitations and thorough RFP responses.
- Demonstrated success in winning contracts with federal, state and commercial clients.
- Deep understanding of federal acquisition processes (FAR, DFARS, etc.).
- Strong network within government agencies and industry partners.
- Excellent communication, negotiation, and leadership skills.
- Experience in management of internal personnel.
- Experience with industry-standard capture methodologies and CRM tools (e.g., Salesforce).
- Bachelor’s degree in Business, Technology, or related field (Master’s degree preferred).
- 10+ years of experience in federal business development, capture management, or program leadership.
Preferred Certifications
- Project Management Professional (PMP)

Compensation: Salary depends on experience and expertise. Compensation includes a comprehensive fringe-benefits package. RESPEC is a 100 percent employee-owned company and employees are eligible for participation in the Employee Stock Ownership Plan (ESOP) after a qualifying period.
