Our IT Division
TCOLE's Information Technology Division is at the forefront of developing and managing innovative software solutions that empower law enforcement agencies across Texas. Who We're Looking For
The Texas Commission on Law Enforcement (TCOLE) is seeking an Information Technology Business Analyst III to join the Information Technology Division located at 6330 E HWY 290, Suite 200, Austin, TX.
The IT Business Analyst III performs moderately complex to highly complex (journey-level) business analysis work in support of TCOLE's training compliance logic and systems documentation. They will work cross-divisionally with subject matter experts (SMEs) and the IT Development team to analyze, define, and implement technical requirements for law enforcement training compliance logic. They will coordinate projects, document requirements, interpret laws and regulations, perform business-centric quality assurance, and identify automation opportunities. They will work under general direction with moderate latitude for the use of initiative and independent judgment.
Salary is dependent on qualifications and experience. The salary range is $69,572 - $89,000 salary group B25. The Job Class for this position is 0223.
Examples of Work Performed
Works to improve the quality of training compliance logic by coordinating with SMEs across divisions.
Develops and maintains technical documentation for new and existing training compliance logic.
Researches and interprets laws, administrative rules, and policies and translates them into system specifications.
Diagnoses training compliance issues by investigating logic interpretations, identifying potential bugs, and recommending fixes or feature enhancements.
Collaborates with the Development team to implement new training standards into coding logic based on stakeholder input and policy interpretation.
Performs quality assurance from a business perspective, including test plan creation, execution of test cases, and validation of system changes.
Maintains change management logs for training compliance logic updates and ensures traceability of all system modifications.
Facilitates feedback loops between developers, process owners, and stakeholders to ensure clarity and accuracy of logic implementation.
Coordinates cross-divisional activities related to the implementation of new training requirements and monitors project progress.
Prioritizes and provides business analysis input on IT tickets related to training compliance system changes.
Analyzes existing training compliance processes and identifies opportunities for automation, modernization, and process improvement.
Organizes and oversees the implementation of logic changes for new training standards, including documentation and stakeholder communication.
Communicates technical information clearly to development teams and leadership to ensure understanding of logic decisions.
Prepares charts, summaries, and business process models for system enhancement projects.
May assist with presenting new compliance logic standards to internal or external stakeholders or in developing training materials.

Qualifications
Required Education and Experience:
- Graduation from an accredited four-year college or university with major coursework in Computer Science, Information Systems, Business Administration, Management Information Systems, or a related field
- At least three (3) years of experience in business analysis, project management, or documenting user requirements in an IT environment
- Education and experience may be substituted for one another on a year-for-year basis
Required Skills, Knowledge, and Abilities:
- Ability to maintain the highest standards of security and safeguard critical infrastructure. This includes adhering to strict background checks, reporting any suspicious activities, and participating in security training and drills as required.
- Knowledge of software development life cycle (SDLC) and systems development life cycle concepts, including documentation practices and business analysis principles
- Knowledge of modern information technologies and their role in enhancing business processes and organizational performance
- Skill in applying business analysis methodologies to evaluate IT systems, identify gaps, and recommend practical solutions
- Skill in project coordination, Agile methodologies, change management, and quality assurance practices
- Ability to interpret technical documentation, policies, and regulations, and translate business needs into functional system requirements
- Ability to communicate effectively in writing and verbally with technical and non-technical audiences
- Ability to manage multiple priorities, exercise sound judgment, and contribute to strategic decision-making within established guidelines
- Ability to collaborate across teams and build productive relationships with internal and external stakeholder
- Ability to support program activities and contribute to policy and procedure development under guidance or supervision
Preferred Education and Experience:
- Experience in law enforcement, regulatory systems, or public sector technology implementation
- Experience in training compliance oversight or credentialing systems
- Experience supporting or working within Texas state government
Preferred Skills, Knowledge, and Abilities:
- CBAP (Certified Business Analysis Professional), PMI-PBA (Professional in Business Analysis), PMP (Project Management Professional), or Agile certifications such as SCRUM
- Experience with quality assurance practices and test plan development in regulatory environments
- Understanding of law enforcement training requirements and compliance management systems
