Financial Examiner VI (Financial Analyst)  

This position performs advanced and/or managerial (senior level) financial work.  Performs and reviews work product of a team of financial analysts performing detailed risk-focused analysis of statutory financial statements, affiliated business transactions, reinsurance agreements, and related documents for solvency monitoring and statutory compliance with the Texas Insurance Code and Texas Administrative Code.  Acts in advisory capacity to upper management as needed to perform complex administrative and highly technical assignments.  May supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgement. 

This position:

·       Performs analysis of high priority and complex business entities, holding companies, corporate governance, enterprise risk, capital position, financial statements, and other relevant information.  

·       Performs in depth supervisory/ peer reviews.  

·       Prepares and presents professional summaries of issues, risks, and recommendations. 

·       Monitors solvency with a focus on identifying current and future risks to the business including identifying and evaluating emerging risks and stresses impacting the business. 

·       Communicates with business entities, agency management and other regulators and develops clear and concise recommendations.      

·       Mentors and trains financial analyst trainees.  

·       Drafts and maintains the Financial Analysis Policy and Procedure Manual.

·       Monitors NAIC working group involved in solvency oversight procedures.  

·       Conducts regularly scheduled Peer Reviews of work performed by other teams within the Division for accreditation compliance or as directed.  

·       Provides back-up for the assistant chief analyst during meetings and absences.  

·       Some travel may be required.  

·       Performs other duties as assigned.

 

Qualifications

 

This position requires: 

  • Graduation from an accredited four-year college or university with a degree in business administration, finance, accounting, economics, insurance, or a field related to this assignment. 
  • Successful completion of the following courses is required for degrees other than Accounting:
  • Accounting Fundamentals (6 semester hours)
  • Finance or Economics (3 semester hours)

 

Or

Have a Master of Science (MS) or Master of Business Administration (MBA) in accounting from      an accredited college or university.

 Or

Be a Certified Public Accountant.

Minimum 5 years of continuous responsible insurance department examination experience as a financial examiner or financial analyst.  Must be eligible for the bond-related provisions of Insurance Code Section 401.106 and take the oath required by Insurance Code Section 401.105. 

 Registration, license, or certification required: 

·       Certified Financial Examiner (CFE) from the Society of Financial Examiners 

 This position requires demonstrated knowledge of:

·       State laws, rules, procedures, and regulations relevant to job requirements.

·       Principles and practices of public administration, management, and organizational behavior. 

·       Management control and internal reporting techniques. 

·       Computer software, including MS Word, Excel, and TeamMate. 

·       Accounting and financial reporting. 

·       Advanced risk identification and risk assessment on a legal and group basis. 

 This position requires demonstrated skill in:

·       Problem solving and critical thinking.

·       Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.

·       Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.

·       Interpreting and communicating results of risk assessment exercises in preparation of concise reports (both orally and in written format), including sound recommendations. 

·       Preparation of written and oral presentations to TDI management. 

This position requires the demonstrated ability to:

·       Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.

·       Maintain the confidentiality of sensitive information.

·       Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments.

·       Manage and coordinate multiple tasks and priorities to meet necessary deadlines.

·       Work both independently and as a team player.

·       Perform advanced level analysis of insurance and holding companies. 

·       Perform advanced supervisory/peer reviews. 

·       Lead in a group setting.
