Job Description
At Wellmark, we’re building the next generation of secure, scalable, and reusable data services that power innovation across the enterprise. We’re seeking a Team Leader / Delivery Manager to lead our Enterprise Data Services (EDS) teams — a high-impact group delivering modern, event-driven microservices and reusable APIs on AWS to support critical domains like benefits, provider, group, and member services.

What You’ll Do:
- Lead two full-stack Agile teams (~18 people) composed of product owners, scrum masters, software engineers, quality engineers, and data analysts, including both full-time and contingent team members.
- (Leader will act as Product Manager for the team – ie: hat, not role) Define and drive product strategy, prioritize and manage objectives and key results, collaborate with internal customers on roadmap, deliver value through iterative development, and deeply understand user and market needs to shape impactful, scalable solutions.
- Drive delivery execution, capacity planning, sprint health, and continuous improvement to meet roadmap commitments and business priorities.
- Partner with architects and product leaders to shape and deliver cloud-native, event-driven services using AWS technologies like Lambda, API Gateway, EventBridge, and DynamoDB.
- Champion engineering standards, secure-by-design principles, and reusable service patterns across the platform.
- Guide the implementation of CI/CD pipelines, infrastructure-as-code (e.g., AWS CDK), and observability practices to ensure resilient, scalable, and supportable services.
- Coach and mentor engineers and Agile roles to grow technical skills, Agile maturity, and cross-functional collaboration.
- Foster strong stakeholder relationships across the Agile Release Train (ART), communicating progress, unblocking issues, and advocating for the team’s work.
- Manage team capacity and vendor contributions within budget guardrails, supporting division-level financial awareness.
- Strong conceptual understanding of data mesh, data fabric, and data product principles — with the ability to guide teams and stakeholders in applying these patterns to build scalable, domain-aligned, and reusable enterprise data services.

Qualifications
Preferred Experience You Would Bring To The Team:
- 10+ years of experience in IT delivery, including direct leadership of full-stack Agile delivery teams.
- Proven track record delivering enterprise-scale services, APIs, and event-driven solutions in a cloud environment (AWS preferred).
- Strong understanding of event-driven architecture, microservices, and distributed systems.
- Familiarity with AWS services such as Lambda, API Gateway, Aurora, DynamoDB, SQS/SNS, and EventBridge.
- Experience with CI/CD pipelines, automated testing, infrastructure-as-code, and observability practices.
- Demonstrated ability to coach and mentor engineers and Agile roles to help them grow and deliver with confidence.
- Strong communication and stakeholder management skills — able to navigate complex priorities and align diverse perspectives.
- Experience managing blended teams (full-time and contingent labor) and working with vendor partners.
- SAFe certification or experience working within a Scaled Agile framework is a plus.
Required Experience to be considered:
- Bachelor's degree or direct and applicable work experience.
- Minimum 4+ years of experience managing the implementation and support of a technical solution through the full software development life cycle. This includes experience in leadership, typically gained through formal or informal leadership that demonstrates knowledge of work processes, products and services, and leadership competencies.
- Demonstrated planning and implementation skills.
- Ability to apply job-specific skills to make value-added contributions that align with evolving business strategies.
- Consultative and analytical skills to lead the team to appropriate decisions and recommendations.
- Demonstrated ability to express complex concepts clearly and concisely in writing and verbally. Experience in managing and analyzing complex information.

- Ability to influence and motivate others who are direct reports as well as those from other divisions and departments, including change management, creating a sense of urgency and teachable points of view.
- Demonstrated ability to utilize excellent time management.
- Experience in health or financial services industry technology.
- Strong knowledge of systems, products and infrastructure, including all aspects of information technology for an organization of similar size, and applicable technology trends.
- Knowledge of state and federal health care regulations.
- Travel required up to 5 percent.
Additional Information
a. Provide leadership and day-to-day management of financial and human resources, primarily focusing on employee coaching, development, performance improvement, coordination and budgeting for staff and department(s) specific functions/services. Support business objectives and produce results that are effective, accurate, and timely and on target to meet HR team and stakeholder needs.
b. Manage and oversee multi-disciplined teams, responsible for the full software development life cycle, which includes planning, analysis, design, development, testing, deployment and maintenance of a software system or packaged vendor solutions.
c. Contribute to the continuous improvement of standards, methodologies, change, release and incident management processes, policies, procedures, tools and infrastructure, in conjunction with Wellmark Technology leaders and other stakeholders. Ensure the architecture, infrastructure, and technical solutions are designed for optimal reusability and integration, aligning with Wellmark technology, enables innovation and understand technology trends that can create business value in collaboration with Wellmark Technology leadership.
d. Develop and mentor multi-disciplined teams on business practices and technical capabilities. Lead departmental compliance with applicable legal, regulatory, and contractual requirements, as well as with corporate policies.
e. Become a trusted advisor and advocate for developing and supporting solutions to meet business needs. Develop an in-depth knowledge of Wellmark’s core business processes, systems, and collaborate with portfolio team to ensure alignment of initiatives.
f. Engage and collaborate with multi-disciplined teams to ensure the successful implementation and support of solutions.
g. Develop and maintain long-term, collaborative relationships with key software and vendor solution providers. Ensure all are leading advocates for executing business solutions. Evaluate and manage the business relationship; including but not limited to ensuring adherence to Wellmark guidelines and standards, oversight of vendor operational metrics, and the management of vendor performance.
h. Ensure the deployment and maintenance of business application solutions, are successfully integrated within Wellmark’s business environment.
