GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs complex (journey-level) analysis of licensing and background related issues in support of the Background & Fraud Unit within the Texas Department of Motor Vehicles (TxDMV), Motor Vehicle Division (MVD), Licensing Section. Work involves managing and reviewing complex licensing concerns for applicants or dealers; researching criminal background histories; evaluating and summarizing findings; corresponding with applicants and licensees for more information; and assisting the Lead Background Analyst to plan and coordinate Licensing Committee meetings. Works under general supervision with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES / RESPONSIBILITIES
Interprets and applies Texas statutes, TxDMV Board rules, and MVD fitness rules related to eligibility for a license.
Conducts research on criminal history or additional background information found on applicants and licensees to determine compliance with licensing requirements.
Contacts police departments as well as district and county clerks to obtain licensee background information. Uses resources such as LexisNexis, PACER, and county websites.
Conducts research of state and federal statutes, regulations and other issues related to licensing program activities.
Serves as point of contact for applicants and licensees regarding action taken by MVD in relation to an application or license’s criminal history or other background information. Provides additional information and technical assistance on licensing program specifics and requirements.
Coordinates research reports/findings with MVD staff, Enforcement staff to include investigators and attorneys, and/or other departments to ensure a collaborative and efficient approach in completing eligibility reviews.
Undertakes supplementary research to validate external licensure documents—liaising with landlords, property managers, and municipal or county officials to confirm the authenticity of bonds, lease agreements, permits, and related paperwork.
Conducts and creates an in-depth analysis of case record to correlate and interpret policies, rules, or statutes.
Reviews requests for license closures to ensure requirements are met and procedures are appropriately followed.
Analyzes and summarizes license eligibility issues both orally and in writing for Licensing Director/Division Director review and makes recommendations on how licensing applications should proceed. Prepares cases for review by the Licensing Committee and the Enforcement Division.
Assists in coordinating the fitness and eligibility review process, including preparation for and scheduling of Licensing Committee meetings.
Contacts applicants if a decision is made to pursue denial and provides them with options on how to proceed.
Provides consultative services and technical assistance to staff regarding licensing programs and licensing eligibility issues.
Assists with the implementation of new policies related to escalated eligibility reviews and with the development of policy and procedure manuals.
Assists in the preparation of administrative reports related to the Background Eligibility Review process.
Assists with the development of policy and procedure manuals related to the licensing program.
Assists with training staff on criminal fitness reviews.
Performs related work as assigned.
SKILLS/KNOWLEDGE/ABILITIES
Experience conducting criminal history research or other legal investigations using LexisNexis, PACER, city, county, or government databases.
Familiarity with state and federal statutes, regulations, and licensing procedures.
Proficiency in data entry and maintaining accurate records within a licensing or case management system.
Excellent organizational skills and the ability to manage multiple tasks under deadlines.
Strong written and verbal communication skills for interacting with applicants, licensees, and external agencies.

MINIMUM QUALIFICATIONS
Education - Graduation from high school or equivalent.
Experience - Minimum three (3) years’ experience in compliance analysis, legal analysis, strategic planning, data analysis, or risk assessment, and one (1) year experience in licensing/permitting or in a regulatory agency conducting eligibility review or performing criminal background, research, or investigative work. Substitution Note: Work experience may be substituted by education on a year-for-year basis if the degree plan is in criminal justice, criminology, public administration, political science, or legal studies.
PREFERRED QUALIFICATIONS
Bachelor’s degree in criminal justice, criminology, public administration, or legal studies.
Knowledge of county clerk and court record systems across multiple jurisdictions.
Experience in a government or regulatory environment.

Telework may be available based on TxDMV operational needs. Must attend meetings/training at headquarters in Austin, Texas as required by management.
