POSITION SUMMARY:
Under the direction of the Budget and Finance Director, manages and oversees the financial accounting services for all County Funds (including Department of Human Services) assuring fiscal responsibility and ensuring timely and accurate delivery of financial/grant information and reporting.
ESSENTIAL DUTIES/RESPONSIBILITIES:

- Reconcile cash, accounts receivable, prepares adjusting journal entries and transfers as necessary, submit reports to the Treasurer Department and performs end of month/end of year procedures.
- Assists other departments with various accounting problems, complex accounting issues and requests for reports.
- Take the lead on new employee orientation/training of County policies/procedures and routine budget/financial duties.
- Coordinates, review, and approve work of support staff in the areas of accounts payable, payroll and general ledger.
- Makes and implements recommendations to improve accounting processes and procedures.
- Audit accounts to ensure compliance with federal, state and local regulations.
- Responsible for oversight of the review and reconciliation of monthly financial reports. Reviews general ledger to ensure compliance with internal control policies, procedures and generally accepted accounting principles and authorizes correcting journal entries.
- Prepares County insurance renewal forms and Airport insurance renewal bid documents.
- Develops and reviews policies and procedures for control and reporting.
- Invoice accounts receivable and maintain records.
- Prepares monthly vs actual reports for the Department of Human Services Director.
- Works with State, County and Program Auditors
- Enters payroll data into state and county systems (CORE, OOH & County payroll)
- Assist the Finance Director with the preparation of Financial Statements, annual budget and single audit.
- Oversees the operations of the finance department in the Director's absence.
- Track, monitor and review grants and contracts, amendments and other documents to ensure grant and contract compliance.
- Specific to DHS: prepares 1099’s, processes accounts payable, monitors accounts receivable, balances general ledger entries, and processes manual payments for child care
- Performs functions of Security Administrator for DHS
- Perform other duties as appropriate or necessary for the performance of the job.
JOB QUALIFICATIONS:
Knowledge, Skills & Abilities:
- Generally Accepted Accounting Principles according to the Government Accounting Standards Board related to governmental finance and internal controls.
- Ability to develop and establish financial policies and procedures.
- Ability to effectively direct and supervise.
- Ability to analyze financial data and prepare accurate reports in a timely fashion.
- Routine software and business application including, but not limited to, word processing, spreadsheets, and financial software.
- Communicate clearly and concisely, both verbally and in writing.
- Read and comprehend department and County rules, regulations, policies and standard operating procedures.
- Establish and maintain effective working relationships with other County employees, department heads and elected officials, representatives of other agencies and organizations, and members of the community.
- Apply Federal, State and local laws and regulations to accounting, budgeting, and audition work.
- Examine and verify routine financial documents and reports.
- Payroll and bookkeeping principles, practices, methods and procedures
- Use of discretion, initiative and independent judgment within established guidelines
- Ability to communicate effectively verbally and in writing, maintain confidentiality and security of records, detail oriented and professional.

Education and/or Experience:
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
- Bachelor’s Degree from an accredited college or university with major course work in finance, accounting or related field.
- At least three years of experience in governmental accounting administration.
- Must follow directions, work with minimal supervision, accept change, make reasonable decisions, be detail oriented, have time management skills and be able to prioritize.
