This Role Is Eligible To Be Hybrid And Has Onsite Reporting Located Within Raleigh, NC.

This Position Is Funded In Part Through Federal Funds.


The North Carolina Department of Health and Human Services (DHHS) is seeking two Accountant IIIs to lead the Subsystems Unit within the Office of the Controller. These positions supervise a team managing multiple accounting subsystems that process significant reimbursements and payments across public, private, and county agencies.

These roles oversee system design, data integration, cost allocation, and financial reporting across numerous funding streams with complex federal, state, and local compliance requirements. The positions play a key role in ensuring accurate, timely distribution of funds and provides fiscal oversight and guidance to internal divisions and external partners.

Key Duties Include:

  • Managing accounting functions of the Subsystems Unit including client benefits, reimbursements, and payments.

  • Supervising and coordinating daily activities of staff handling financial interfaces with NC Financial System (NCFS).

  • Overseeing subsystems for programs such as Child Day Care, Public Health, Business Enterprises (BE), and DAAS.

  • Interpreting federal and state cost allocation principles to ensure proper fund distribution.

  • Coordinating system enhancements and data interfaces with IT and program staff.

  • Ensuring compliance with the DHHS Cash Management Plan and federal draw requirements.

  • Representing the branch in departmental and interagency meetings.

  • Reviewing and developing fiscal policies, manuals, and procedural documents.

  • Conducting special analyses and reports for management and legislative inquiries.

  • Supporting audits and responding to financial data requests.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Experience with supervising/ leading accounting teams preferably in a governmental setting.

  • Experience with automated financial subsystems/ accounting data integration with enterprise systems such as North Carolina Financial System (NCFS).

  • Demonstrated experience in managing multi-source fund distribution with strict compliance timelines.


Management Preferences:

  • Certified Public Accountant (CPA) or Certified Management Accountant (CMA) designation

Bachelor's degree in accounting and four years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting/ financial statements and reports
OR
Bachelor's degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework and four years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting/ financial statements and reports
OR
Equivalent combination of education and experience
