Job Description
The unit coordinates and monitors the enforcement of several safety programs and issues OATH summons and DOB violations and other enforcement actions. Building Rules RCNY 103-04 (FISP rule), RCNY 103-09 (Retaining Wall rule), RCNY 103-13 (Parking Structures rule), and RCNY 102-03 (Structurally Compromised Buildings rule) are the basis for all activities within this unit. The bulk of the work this administrative unit handles regulates and reviews the mandated compliance reports and manages the initial and renewal application process for Qualified Exterior Wall Inspector (QEWI), Qualified Parking Structure Inspector (QPSI), and Qualified Retaining Wall Inspector (QRWI) designations. The unit is dedicated to ensuring that all structures under its purview are maintained in a safe condition.
Under direction, with considerable latitude for independent initiative and judgment performs responsible administrative work, including:
- Oversee daily procedures of admin staff in managing and maintaining service levels.
- Assign and process in DOB NOW Safety administrative review of compliance reports.
- Assign in DOB NOW Safety compliance reports to the technical staff for review.
- Process in DOB NOW initial and renewal applications for QEWI, QPSI, and QRWI designations.
- Track monthly statistics of reports that are review and processed by the administrative and technical staff.
- Coordinate the Administrative staff response to emails inquiries and phone communications from the public.
- Train and assist staff within the Facades and Local Law Unit with DOB NOW Safety processes.
- Compute, oversee and correct as necessary on DOB NOW Safety civil penalty amounts for non-compliant owners.
- Coordinate, assign and monitor workflow of administrative tasks within Facades and Local Law unit.
- Generate and maintain spreadsheets for inspection sweeps, audits and special requests.
- Ensure appropriate workload and productivity of administrative staff.
- Perform administrative functions related to processing of complaints, DOB violations, OATH summonses,
- Emergency Declarations (EDs) and Immediate Emergency Declarations (IEDs), including data entry, disposition, mailing, tracking, and dismissals.
- Monitor customer service counter, incoming calls, and unit inboxes, and assist with addressing questions regarding inspections and compliance reports.
- Collect and prepare documentation for Freedom of Information Law (FOIL) requests.
- Perform timesheet administration and coordinate with Human Resources & Employee Experience (HREX) on other personnel requirements.
- Conduct meetings with administrative staff for the purpose of training and mentoring
- Provide backup administrative coverage within the unit as needed.
- Additional duties and projects as needed.

Only permanent Principal Administrative Associates, applicants who are reachable on the Principal Administrative Associate open competitive list, and applicants as indicated below will be considered.
Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.

Minimum Qualifications
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
