ABOUT THE DEPARTMENT
The Department of Support Services includes the following Units: Personnel, Purchasing, Mail Services, and Risk Management.
The Purchasing Unit provides professional purchasing expertise and support for all County departments to help them acquire and dispose of materials, supplies, and equipment in the most economical and efficient manner possible. County-wide contracts are also administered in this unit.
The Mail Services Unit performs mail related services available to County departments, including picking up and delivering of interdepartmental mail as well as outgoing and incoming mail.
The Risk Management Unit administers and funds the County's insured and self-insured programs that include workers' compensation, liability, vision, malpractice, fire, personal property, faithful performance bonds, and others. The funding is provided by charges assessed against other County departments, special districts, and current and former employees who benefit from the department's programs.
ABOUT THE POSITION
This position is located within the Department of Support Services, Personnel Unit. The Department of Support Services, Personnel Unit is a progressive, team oriented, and focus driven unit that assists all County Departments with their personnel needs with the goal of helping County Departments reach their desired outcomes.
Under direction, this assignment within Personnel may perform a wide variety of analyst duties including preparation of salary studies, recruitment and retention studies; review of reorganization and reclassification requests; maintenance of job classifications; preparation of board reports, resolutions and salary resolutions; processing of public records act requests; facilitating the Countywide training program; review and update of policies and procedures; participating in special studies or projects, and performing related work as assigned
DISTINGUISHING CHARACTERISTICS
Agency Staff Services Analyst I – Confidential: Positions in this classification are responsible for performing various staff administrative and analysis work. Work may include diverse special projects with rigid deadlines. This is the entry level classification in the Agency Staff Services Analyst I/II – Confidential class series. Incumbents in this classification are expected to become familiar with the operations and programs of the department to which assigned and initially perform less complex work than what would be expected of an Agency Staff Services Analyst II – Confidential. This is a Confidential classification. Confidential in this context according to the Personnel Rules means a non-management employee who, in the course of his or her duties, is regularly privy to management planning or decision-making regarding the County’s administration of employer-employee relations as determined by the Board of Supervisors.
Agency Staff Services Analyst II – Confidential: Positions in this classification are responsible for performing various staff administrative and analysis work. This is the journey level classification in the Agency Staff Services Analyst I/II – Confidential class series and is distinguished from the Agency Staff Services Analyst I – Confidential classification in that incumbents are expected to perform more complex analytical work and complete special projects with a high degree of independence. This is a Confidential classification. Confidential in this context according to the Personnel Rules means a non-management employee who, in the course of his or her duties, is regularly privy to management planning or decision-making regarding the County’s administration of employer-employee relations as determined by the Board of Supervisors.
IDEAL CANDIDATE
The ideal candidate will have experience in research and data analysis; creating and composing complex reports; presenting data that supports findings; project management; policy development; interpreting and explaining laws, rules, regulations, policies, and procedures; meeting rigid deadlines; and working in a high paced, multiple priority environment. The ideal candidate will have excellent written and oral communications skills and strong analytical skills. A positive attitude, outstanding customer service, and focus on finding creative solutions are essential.
EXAMPLES OF ESSENTIAL DUTIES
Duties may include, but are not limited to, the following:
Gathers, tabulates, and analyzes data; draws organization, workload, and other charts; prepares reports and makes recommendations on procedures, policies, and program alternatives; makes recommendations on financial, personnel, client, and other administrative systems; monitors contracts; writes a variety of complex reports; orders supplies; prepares correspondence; and may assist in the supervision of staff.

MINIMUM QUALIFICATIONS
Agency Staff Services Analyst I – Confidential: A bachelor's degree from an accredited college AND journey level paraprofessional or related project/administrative support experience.
Agency Staff Services Analyst II – Confidential: A bachelor's degree from an accredited college AND at least one (1) year of experience equivalent to that of an Agency Staff Services Analyst I – Confidential with Shasta County.
Journey level paraprofessional or related project/administrative support experience may be substituted for education on a year for year basis.

PHYSICAL DEMANDS AND WORK ENVIRONMENT
While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee frequently is required to use hands to finger, handle, or feel objects, tools, or controls.
