Specific Job Duties/Responsibilities:
Administration:
- Is knowledgeable regarding and ensures program compliance with the Head Start Performance Standards and Educare Core Features and Model.
- Schedule, facilitate and/or attend internal program meetings on a regular basis, i.e. weekly leadership, monthly Parent Policy Council meetings and all staff meetings.
- Promote and facilitate effective communication strategies between education program managers, classroom teachers, staff and administration.
- Ensure the Educare classrooms are adhering to the policies and procedures of Educare Winnebago.
- Ensure Educare building meet all statutory requirements and are adequately cleaned and provide a positive environment for children and families.
- Ensure the implementation and utilization of a management information system at Educare
- Prepare summary reports of monitoring activities to be distributed to the Director and Educare Winnebago Policy Council.
- Monitor implementation and coordination of classroom, aftercare, family support, mental health, nutrition, nursing and other consultation services for children and families.
- Work with the Director to develop and implement a monitoring system to ensure all Head Start objectives are completed in a timely manner.
- Assists the Director to complete the annual operating plan (AOP).
- Assist the Director, as needed, to update the annual community assessment.
- Oversee recruitment and enrollment of children into the program. (EHS/HS)
- Assist in the Implementation and update Head Start Plans to enhance the quality of service.
- Reviews and approves menu plans and food purchases.
- Assists the Director in preparing budgets for program operations.
- Review need for funding to meet the goals and objectives of Educare Winnebago
- Submits request for purchases in a timely manner to ensure program operations run smoothly.
- Assist with billing for parent pay, Childcare subsidy, USDA, and other funding requirements.
- Monitor and address issues around staff performance and related disciplinary action.
- Ensure adequate staffing at all times.
- Ensures open positions are advertised and participates in the interview process.
- Will ensure appropriate support and supervision is provided for the teaching staff, non-managerial staff, parent volunteers and other program associated
- Conduct regular, reflective supervision with supervisees in order to support their work with children and families.
- Recruit, schedule and supervise program volunteers and practicum students
- Conduct onboard training including teaching safe environment of new staff with assistance of appropriate supervisory personnel
- Work with programs including the LEA to develop an internship program with local youth from the High School to intern at Educare.
- Assists potential employees with Nebraska State Patrol background checks and DHHS Central Registry
- Monitor and address issues around staff performance and related disciplinary action.
- Identifies staff development and professional development needs in accordance with Head Start Requirements and Nebraska Department of Education.
- Develop and implement program professional development and training plan
- Develop with employees an individualized educational plan for completion of a certificate/degree in a timely manner.
- Assist Educare employees in obtaining the necessary quality professional and educational trainings.
- Monitors academic support and guidance for staff who are enrolled in college classes regarding attendance and grades
- Implement and update as needed, Policies and procedures for Educare Winnebago.
- Understands and adheres to the Policies and Procedures of the Educare Winnebago Program and the Winnebago Tribe of Nebraska.
- Follows the chain of command of the Tribal Organization.

- Must be 21 years of age.
- Must have a Baccalaureate degree and experience in supervision of staff, fiscal management, and administration.
- Must have experience with using APS, E Self-Serve, Martus Tools, and Sage Intaact.
- Must have excellent interpersonal and communication, supervisory, leadership and management skills.
- Experience in human services program management, including program planning, operations and evaluations and the use of management information systems.
- An Understanding of the Head Start philosophy and performance Standards to implement its principal of shared authority and decision making.
- Ability to develop and manage a program budget.
- Must have basic knowledge of the requirements and laws governing services for special needs children.
- Must have knowledge of early childhood education and developmentally appropriate practices.
- Must have knowledge of grant writing and federal regulation comprehension.
- Must have a valid driver’s license and be insurable under the Winnebago Tribe’s insurance.
- Must be in good physical and mental health and be of good moral character.
- Must have a physical examination and tuberculin test annually.
- Must obtain a CPR and first aid certification within 90 days and keep valid.
- Presents a positive image for Educare Winnebago in the community. Must be a positive role model for children, families and staff.
