Description

Under the general direction of the Chief Information Officer/Director of Information Technology, performs highly responsible professional technology and administrative work at the advanced level involving the coordination of major Information Technology expansion projects. Incumbent works closely with City staff and consulting technology firms and engineers in coordinating the design, configuration, and implementation of projects. Assignments are complex in nature and are carried out within established policies, procedures, regulations, and guidelines issued by the City and industry standards. The incumbent provides leadership and guidance in technology administration for the City of Melbourne, including budgeting, resource development and allocation, policy formulation, technology identification and evaluation and service development and delivery. Duties include managing department operations, service quality, and effectiveness of technology infrastructure and services. This job also analyzes technology trends and advancements and assists in planning for the long-term direction of enterprise technology infrastructure and services. Work assignments are received both orally and in writing. Work is reviewed through observation, conferences, reports, and for results obtained. Performs other work as required.

  • Substitutes for and manages the Information Technology Department in the absence of the Chief Information Officer; serves on behalf of the CIO as requested.
  • Supervises, directs, and evaluates assigned staff, processes employee concerns and problems, directs work, counsels, disciplines and completes employee performance appraisals; conducts training activities.
  • Provides strategic leadership and guidance at the executive level in areas of technology administration having enterprise-wide impact.
  • Oversees initiatives and executive level projects, fosters strategic partnerships in delivery of enterprise technology services.
  • Assists the CIO with strategic technology planning to achieve the following: identification, deployment and management of technology products and services; technology governance and oversight; technology portfolio management; technology services and delivery of said services; operations management of departmental activities.
  • Responsible for researching, directing or managing key technology initiatives.
    Leads the development and implementation of best practices and standards as related to the design, architecture and operation of technology platforms.
    Monitors, evaluates and develops programs to improve delivery of technology services.
  • Performs financial and business analyses; budget preparation and analysis.
  • Reviews current and future trends and developments in information technology.
  • Prepares and writes requests for proposal or bid specifications in accordance with procurement laws and practices.
  • Manages complex projects including all phases from planning to execution and closing.
  • Provides strategic guidance and counsel to clientele for the assessment and development of existing and/or proposed solutions including Master IT Plan, IT Strategic Plan, and Network Infrastructure Plan.
  • Researches, identifies and proposes funding solutions to support leading-edge information technology and services.
  • Fosters a cooperative work environment.
  • Substitutes for subordinates when necessary.
  • Must accomplish the essential functions of the job, with or without reasonable accommodations, in a timely manner.
  • Recommends policies and procedures that guide and support the provision of quality services by the department.
  • Incorporates continuous quality improvement principles in day-to-day activities.
  • Performs other related duties as required.

Minimum Qualifications

  • Bachelor's degree from an accredited college or university with a degree in Computer Sciences, Management Information Systems, Business Management, or related field. (Proof of education must be submitted with application)
  • Minimum of seven years of information technology experience to include experience in a management role with demonstrable experience with personnel, operations, strategic planning and budget, or a related field.
  • Supervisory experience required.

This job requires a public safety background check to include motor vehicle histories, criminal histories, and fingerprinting.

Licenses, Certifications or Registrations:
  • Must possess and maintain a valid Florida driver's license. Applicants may possess a valid out-of-state driver's license and obtain the Florida driver's license within 10 days of employment.

  • Thorough knowledge of the principals and practices of Information Technology and Digital Transformation
  • Knowledge of complex computer network management and configuration techniques
  • Ability to plan, design, install and troubleshoot complex computer networks
  • Knowledge of the operating characteristics, capabilities, and limitations of computer equipment.
  • Ability to evaluate new technology advances and develops more efficient methods in information services.
  • Ability to research, evaluate and develop proposals for leading-edge technology solutions.
  • Strong interpersonal and communication skills, including the ability work effectively with a wide range of personnel, both technical and non-technical.
  • Ability to present projects clearly and concisely orally and in writing to Information Technology users.
  • Ability to manage complex projects including all phases from Planning to Execution and Closing.
  • Ability to express oneself clearly and concisely, both orally and in writing (policies, procedures, technical diagrams, etc.).
  • Ability to work closely with vendors and purchasing department to evaluate and acquire network components.
  • Ability to work closely with and explain sophisticated technology and processes to end user community.
  • Knowledge of financial and business analysis techniques; knowledge of budget preparation and analysis; knowledge of current and future trends and developments in information technology; knowledge of strategic planning, the ability to organize resources and to establish priorities; knowledge of procurement laws and practices and the ability to write requests for proposal or bid specifications.

Physical Demands:
  • Positions in this class require: talking, hearing, seeing and repetitive motions.
  • Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
  • Incumbents may be subjected to disruptive people, threatening environment, and travel.
  • This position may require: 24 hour on call assignment, overtime, or working weekends, holidays, 10-hour, 12-hour, and rotating shifts.
