The State Fund Legal program is seeking a motivated legal professional to supervise, direct, and oversee the work of the Rohnert Park workers’ compensation defense legal unit comprising of attorneys who represent State Compensation Insurance Fund, its clients, policyholders, and State agencies. The successful candidate will also work closely with internal and external business partners, and lead projects that affect the State Fund Legal department.
The Assistant Chief Counsel will be required to attend in-person meetings at the Rohnert Park office.
The Assistant Chief Counsel serves under the authority of the Deputy Chief Counsel.

Lead, manage, supervise, develop, and train the staff of the assigned unit including providing training on the use of Legal’s case management systems and document management systems.- Supervise the provision of high-quality legal services, ensuring timely responses, quality preparation, effective presentation, and sensible and efficient finalization.
- Perform administrative duties such as budget preparation and control, asset acquisition and maintenance, and statistical reporting.
- Maintenance of assigned caseload, litigation skills, including trials, conferences, hearings, depositions, negotiations, employer meetings, legal research, and correspondence.
- Effectively supervise the work of subordinate personnel in performing legal research and analysis; drafting opinions, pleadings, and/or proposed regulations and legislation; complex negotiations, and litigation.
- Assign and delegate work to subordinate employees.
- Adapt plans and schedules to meet changing priorities of work objectives, personnel, resources and/or workload demands.
- Anticipate consequences of present decisions and courses of action.
- Resolve performance issues by planning and implementing measures to improve employee performance.
- Conduct effective employee performance appraisals to provide attorneys and staff information regarding their performance and levels of expectations in a timely and effective manner.
- Introduce changes in the program in a positive manner to gain buy-in from employees and to ensure assigned operation runs smoothly.
- Conduct meetings with attorneys and staff to communicate information that is necessary for job performance.
- Be flexible in adapting to changes in priorities, work assignments, and other interruptions to effectively respond to demanding situations and to complete projects or assignments effectively.
- Maintain high ethical standards in completing all assignments to maintain integrity of State Fund and build trusting relationship with attorneys and staff.
- Manage the operational needs of a legal office including budgeting, procurement, business continuity, calendaring and case assignments.
- Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Work on multiple projects and assignments simultaneously to complete projects or assignments effectively.
- Work independently without direct assistance on various aspects of the job.
- Formulate and implement policies, procedures and workflow processes.
- Use good judgment and make sound decisions in stressful or sensitive situations while being firm but tactful.
New to state candidates will be hired into the minimum salary of the classification or minimum of the alternate salary range when applicable. Placement to alternate salary range may be based on education or experience identified in your state application.

Working Conditions
The successful candidate must reside in California upon appointment.
Selected candidate(s) hired may be required to attend in-person Onboarding at our Vacaville office with expenses for attendance paid by State Fund.
