Position Summary
The Budget and Subsidy Account is responsible for developing and maintaining program budgets, preparing HUD operating subsidy calculations, and completing required financial documentation supporting HUD program operations. This position plays a critical role in ensuring fiscal accountability and transparency in budget formulation and execution.
Key Responsibilities
- Prepare the annual budgets for HACC and WSMDC, including revisions, utility estimates, and supporting schedules.
- Complete all HUD forms associated with the budget and subsidy process.
- Calculate operating subsidy eligibility for each AMP under the Operating Fund Rule.
- Maintain budget vs. actual reports and reconcile variances with department managers.
- Provide data to support PHAS Financial Assessment submission and PHAS scoring.
- Analyze trends and propose budget modifications where necessary.
Experience & Qualifications
- Bachelor’s degree in Accounting, Finance, or Public Administration.
- At least 3 years of budgeting experience, ideally in a HUD or municipal environment.
- Working knowledge of HUD forms and subsidy rules.
- Good written and verbal communication skills.
- Strong analytical and Excel modeling skills; Proficiency with MS Office.
