Position Summary:
Under the direction of the Director, The Career Coach provides individualized, vocational case management, credential evaluation and employment placement services for immigrants and refugees who reside within the City of Portland. The Career Coach assists refugees and immigrants in obtaining short and long-term career track employment opportunities. The Career Coach is responsible for recruitment, arranging credential assessment, job development and employment and training support for a caseload of 35 participants.
For all PICP enrolled participants:
- Act in a professional and positive manner; provide accurate information, polished written materials, and expert technical assistance
- Recruit, screen, and enroll participants that meet eligibility requirements and enrollment goals as stated in applicable regional program standards and program contract Statement of Work
- Outreach to, and recruit participants from, the Aligned Partner Network (APN), Neighborhood Prosperity Initiative (NPI) districts, and WorkSource Portland Metro (WSPM) Centers to maintain maximum capacity
- Maintain a continuous caseload of 35 participants. Fill caseload vacancies within 3 months of a participant exiting from the program
- Deliver Intensive Phase services including: Intake and enrollment; basic needs/support service coordination and provision; career mapping; life skills and soft skills development and coaching; resource navigation and connection; structured peer support opportunities; population-specific job readiness services; WSPM navigation and connection; job search assistance; job development and placement; and retention and advancement supports.
- Following Regional Program Standards, provide career coaching to assist participants to develop and implement a career plan
- Assist participants to access the array of workforce preparation, training, and employment services offered through WorkSource Portland Metro (WSPM), as appropriate, leading to career-track employment
- Performs credentialing assessment and assists participants with licensing assistance
- Provide support to participants to ensure successful completion of Occupational Skills Training and assist in placement in unsubsidized and training-related employment upon completion
- Provide continuous soft-skills coaching to help participants build key employability and life skills, such as dealing with conflict, dressing for the workplace, and managing finances
- Provide support services and connect participants to resources in the community to ensure training completion and success on the job
- Deliver Retention and Advancement Phase services including: proactive engagement with participants through regular meetings and check-ins; WSPM navigation and connection; assistance addressing barriers that arise; engagement with co-coach, if any; and resource navigation and connection
- Provide robust retention and advancement supports for participants once they have entered employment. Participants will receive up to one year of retention and advancement services
- Successfully implement all program services to meet performance measures articulated in the program contract
- Meet one-on-one with WorkSource Liaisons regularly to review participant’s progress toward planned career goals and update career plans and next steps
- Meet and collaborate with WSPM staff and other Economic Opportunity Program providers to support program implementation
- Coordinate with the Industry-Specific Vocational Training (ISVT) programs to refer eligible participants to training programs and provide on-going support during the dual enrollment phase
- Refer eligible participants for rent assistance support to ensure their continuous program engagement
- Communicate with Rent Assistance staff to coordinate participants’ employment and housing needs and outcomes
- Track program services, collect data, and secure release of information agreements
- Maintain files to compliance standards
- Ensure timely data entry into I-Trac participant database
- Complete required reports accurately and on time
- Other duties as assigned
Position Requirements:
- Associate’s or Bachelor’s Degree preferred.
- Lived experience
- At least 1 year working with low income, multi-barriered populations in a workforce development capacity
- Understanding of class, identity and culture.
- Understanding of immigrant and refugee populations, resettlement experiences, and ELL
- Bi-lingual, or multi-lingual preferred
- Experience engaging employers in order to meet hiring needs
- Excellent communication skills – in person, by phone, and electronically

Additional job requirements
- Valid driver’s license and willing to use personal vehicle for travel to a variety of meetings and trainings on a regular basis
