General Functions:
Case Managers provide comprehensive case management services for Alaska Native and American Indian participants in TANF, General Assistance, Disability Employment Services, and 477 programs within the CITC service area. This position identifies participants' strengths and skills while helping them overcome personal, vocational, work, and family barriers to achieve self-sufficiency. Working in partnership with our people, Case Managers develop opportunities that fulfill our endless potential by advocating for participants, developing career and self-sufficiency plans, and providing crisis intervention. The role requires strong assessment abilities, cultural competency, and dedication to helping participants access internal and external resources.
Duties and Responsibilities:

Case Manager I

  • Maintain an active participant caseload, providing comprehensive case management services to Alaska Native and American Indian participants.
  • Conduct thorough assessments to identify participants' strengths, skills, and barriers, developing realistic self-sufficiency plans tailored to individual needs.
  • Provide one-on-one coaching and guidance in job search strategies, life management skills, and problem-solving support to prevent job loss.
  • Coordinate internal and external participant referrals, including Life Skills workshops and Barrier Assessments, ensuring appropriate follow-up.
  • Document all participant interactions, progress, and outcomes in appropriate databases, maintaining accurate case notes, payments, goals, and terminations.
  • Conduct home and worksite visits to assess participant progress and provide support in their natural environments.
  • Participate in Integrated Case Management meetings to coordinate services with internal and external agencies.
  • Administer supportive services according to program policy, procedure, and budget guidelines.
  • Deliver short-term intervention and stabilization services, facilitating transitions to long-term assistance or resolution as appropriate.
  • Conduct departmental orientations and peer-to-peer sessions for program participants.
  • Update and report participant statistics monthly to track program outcomes and effectiveness.
  • Coordinate participant transportation with department driver and serve as on-call case manager when assigned.
  • Attend and actively participate in department meetings, trainings, and community events.
  • Maintain strict confidentiality according to regulations, policies, and procedures.
  • Perform all related duties as needed and assigned.

Case Manager II

  • Perform all duties and responsibilities of Case Manager I with a higher level of proficiency.
  • Support Case Manager I staff by answering questions, providing guidance, and making recommendations related to position duties and responsibilities.
  • Mentor new case managers in best practices and departmental procedures.

Case Manager III

  • Perform all duties and responsibilities of Case Manager I and II with an advanced level of proficiency.
  • Complete and maintain SSI/SSDI Outreach, Access, and Recovery (SOAR) certification.
  • Provide specialized assistance and referrals for participants applying for Social Security benefits.
  • Apply advanced knowledge of Social Security Administration application procedures to support participants.
  • Demonstrate working knowledge of social work theory and practice in case management activities.

Case Manager IV

  • Perform all duties and responsibilities of Case Manager I, II, and III with an advanced level of proficiency.
  • Monitor and assist Case Managers with capturing participants' accountable work activity data to ensure accurate work percentage rates.
  • Support Case Management Leadership in tracking work participation rates, monthly contacts, and timeframes for service delivery compliance.
  • Identify, coordinate, and assign appropriate training opportunities for department staff.
  • Monitor GA and TANF supportive services budgets, ensuring accurate expenditures according to policies and departmental budget.
  • Conduct file reviews and provide constructive feedback to Case Managers I, II, and III.
  • Escalate policy issues to Case Management Leadership as appropriate.
Job Specifications:

  • Demonstrated ability to handle crisis situations and make sound judgments under pressure.
  • Knowledge of area Labor Market trends and workforce development resources.
  • Working knowledge of motivational interviewing techniques and strength-based approaches.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
  • Ability to work independently with minimal supervision while maintaining team collaboration.
  • Willingness to work with participants in various settings including home, community, and office environments.

Minimum Qualifications:
  • Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
  • Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.

Case Manager I

  • High School Diploma or GED.

Case Manager II

  • High School Diploma or GED.
  • Two (2) years of case management experience.

Case Manager III

  • Associate's degree in Human Services, Counseling, Social Work, or related field. Relevant work experience may substitute for education requirement on a year-for-year basis.
  • One (1) year of case management experience.
  • SOAR certification or willingness to obtain within 6 months from date of hire.

Case Manager IV

  • Bachelor's degree in Human Services, Counseling, Social Work, or related field. Relevant work experience may substitute for education requirement on a year-for-year basis.
  • One (1) year of case management experience.
  • SOAR certification or willingness to obtain within 6 months from date of hire.
Preferred Qualifications:
  • Master's degree in Human Services, Counseling, Social Work, or related field.
  • Experience in social services or non-profit settings.
  • TANF, GA, or State/Federal grant experience.
  • Experience working with Alaska Native and American Indian populations with working knowledge of their values and belief systems.
  • Knowledge of mental health/substance abuse, homelessness, Social Security Administration, social work, and workforce development fields.

  • May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
  • The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
  • Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
