Position Overview:
LEVELS, LLC is a growing behavioral health agency dedicated to providing equitable, community-based care across the Richmond and surrounding areas. We are currently seeking a passionate, strategic, and community-driven Community Outreach & Business Development Manager to lead efforts in expanding access to our full range of mental health and substance abuse services.
This position is critical to building community relationships, growing referral pipelines, and promoting our Medicaid-funded programs, including mobile crisis, community stabilization, mental health skill-building, outpatient therapy, and substance use treatment services across ASAM Levels 1.0, 2.1, and 2.5.
Key Responsibilities: Community Engagement & Outreach (40%)
- Establish and maintain relationships with CSBs, school systems, hospital discharge planners, probation officers, drug courts, shelters, and faith-based recovery organizations.
- Represent LEVELS, LLC at regional coalitions, recovery events, provider roundtables, and behavioral health summits.
- Host and coordinate community presentations and workshops to increase awareness of our substance use and mental health treatment options.
- Serve as a liaison between LEVELS and the community for emergency response partnerships, including warm handoffs from crisis events.
Business Development & Strategic Growth (40%)
- Identify and develop opportunities to expand substance abuse and mental health programming across Virginia.
- Secure MOUs and referral partnerships with healthcare providers, re-entry programs, recovery homes, transitional housing programs, and criminal justice entities.
- Monitor service utilization trends, outreach effectiveness, and referral-to-admission conversion rates; report insights to the executive leadership team.
- Contribute to the development of new programs based on DBHDS, ASAM, and DMAS guidance.
Marketing & Brand Communication (10%)
- Collaborate with marketing staff to develop culturally relevant outreach materials and program brochures.
- Assist with digital outreach campaigns targeting vulnerable and underserved populations in need of substance use and mental health treatment.
- Support media and public relations efforts to elevate LEVELS’ brand visibility.
Administrative & Reporting (10%)
- Maintain a referral log, outreach contact tracker, and partnership database.
- Submit monthly outreach performance reports with qualitative and quantitative measures of impact.
- Participate in agency-wide staff meetings, quality improvement committees, and strategic planning sessions.
- Assist with grant development, sponsorship outreach, and event coordination related to program expansion.
Minimum Qualifications:
- Bachelor’s degree in Psychology, Social Work, Public Health, Human Services, Marketing, or related field.
- Minimum 2 years of experience in community outreach, business development, or program coordination within behavioral health or substance use treatment settings.
- Strong knowledge of Virginia’s behavioral health and recovery ecosystem (CSBs, MCOs, DBHDS, ASAM levels).
- Excellent public speaking, engagement, and relationship-building skills.
- Proficiency in Microsoft Office and CRM tracking systems.
- Ability to travel locally and work flexible hours, including evenings and occasional weekends.
Preferred Qualifications:
- Master’s degree or current credential (QMHP, CSAC, CPRS, CADC, or LPC-track).
- Lived experience with recovery or direct service experience in community-based mental health or substance use treatment.
- Experience marketing ASAM-aligned services such as intensive outpatient (IOP), case management, and peer support.
- Bilingual (Spanish, French Creole, or ASL) preferred but not required.

Job Type: Full-time
Pay: $55,000.00 - $75,000.00 per year
