General Description
Performs advanced (senior-level) legal work on contract and contract related matters. Serves as Contracts Attorney for the Contracts Section. Performs legal work related to administrative law, on issues relating to the solicitation, evaluation, negotiation, and award of contracts. Work involves interpreting and applying laws and regulations; preparing and reviewing documents related to procurements, grants, and other contracting matters. Oversees the preparation of legal documents and various contract related activities. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need.
Minimum Qualifications
Education:
- Graduation from an accredited law school with a LL.B or J.D. degree.
Attorney IV:
- Four (4) years full time experience as a practicing attorney.
Attorney V:
- Seven (7) years full time experience as a practicing attorney.
Preferred Qualifications
- Experience in government procurement, financial services contracts, information technology contracts, commercial transactions, drafting contracts, or negotiating contracts is preferred. Experience with federal and state grants, including knowledge of federal and state laws, rules, regulations, guidance, and cost principles related to grants and grant administration, is also preferred.
Licenses and Certifications
- Must possess an active license in good standing to practice law in the State of Texas or able to immediately activate license through Texas State Bar upon request.

This job requires this employee to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. This job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. May involve moving up to 25lbs of office equipment/material on a limited basis.
Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.
In this role you will:
- Provides advanced legal counsel by rendering legal advice on complex issues related to procurements, grants, and other contracting matters. Performs drafting, solicitation, negotiation, review, evaluation and administering of contracts for procurements and grants. Drafts, reviews, negotiates and serves as senior legal counsel on contracts, including complex information technology and/or financial services contracts and procurements. Drafts, reviews, and serves as senior legal counsel on solicitations, legal notices and related documents for agency divisions.
- Conducts presentations by providing briefings on legal and related procedural issues to evaluation committees and other agency staff. Presents information to potential contractors and other internal and external professional entities and groups on the agency’s solicitation and contracting requirements and best legal practices for same.
- Research procurement and contract legislation, rules, policies and regulations. Monitors compliance of contracts, competitive solicitations and related documents. Writes legal memoranda and research statutory provisions, cases, Attorney General Opinions, and material to assist other agency staff. Evaluates proposed legislation related to state contracting and procurement.
- Oversee, maintains and enters contract related database information and reports in the Contracts Management Database and Contracts Status Report.
- Performs other related work as assigned.
