This position administers contract activities for sanitary sewer pipelines and manholes repair and replacement of critical wastewater collection Infrastructure.

Summary of Responsibilities:

  • Plans, schedules, and executes planned and emergency repair projects focused on the renewal and improvement of pipeline infrastructure and associated facilities.
  • Secures procurement and contracting services, essential to project execution.
  • Coordinates with internal and external stakeholders, including community members, to ensure effective engagement and communication throughout project lifecycles.
  • Ensures full compliance with all applicable local, state, and federal regulations and requirements.
  • Secures all necessary permits and approvals required to initiate and complete projects.
  • Reviews engineering plans and technical drawings to verify compliance with contractual and regulatory standards.
  • Manages construction activities and conducts field inspections to confirm adherence to project specifications and contractual obligations.

NOTE: The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as-needed basis.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university with a bachelor's degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related field; plus four years of progressively responsible experience in the supervision or management of construction or maintenance projects, including at least two years of experience in contract administration.

CERTIFICATES AND LICENSES REQUIRED:

  • Valid driver's license.
  • Erosion and Sediment Control Inspector Certification within 12 months of hire.
  • Pipe Assessment Certification Program (PACP) and Manhole Assessment Certification Program (MACP) within 12 months of hire.
  • VDOT Work Zone Safety Traffic Control Intermediate Certification within 12 months of hire.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a pre-employment physical examination to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
At least 2 years of experience in the following:
  • Experience in construction and contact management, including the ability to interpret contract documents and develop technical specifications.
  • Proficiency in reviewing construction plans and managing construction-related data and documentation.
  • Experience overseeing the repair and replacement of sanitary sewer pipelines and manholes.
  • Managing multiple contractors and coordinating complex construction activities.
  • Knowledge of applying modern methods and best practices for the repair and replacement of sanitary sewer infrastructure.
  • Using industry-related software and tools, including Microsoft Office, Geographic Information System (GIS), Maintenance Work Order System, and Closed-Circuit Television (CCTV) Inspection System.
  • Strong understanding and application of safety practices and procedures in construction environments.
  • Familiarity with local, state and federal regulations and guidelines governing construction activities.
PHYSICAL REQUIREMENTS:
Ability to communicate effectively both oral and in writing. Ability to lift and carry items weighing up to 75 pounds with assistance. Ability to operate county vehicles to various locations throughout Fairfax County to attend meetings, provide coverage, and to review inspection of contractors. Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics. Must be able to physically navigate rough terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future facilities. Must be able to work in all types of environments. This requires the ability to endure variable and extreme weather conditions such as hot, cold, during rain, noisy environments, etc. Visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment and to use other automated technology to input, access and retrieve information. All duties performed with or without reasonable accommodations.
