Location: Houston, TX.
Schedule: The resource will be based out of the Houston office (Kty Fwy) and work a combination in the field, office and remote. Around 60% local travel in the field and 40% in the office or remote. Please ensure you have the flexibility to work a schedule like this.
Expenses: Cell and Mileage per standard policy charges.
Notes to top skills: No tower experience needed. Small cell and fiber experience is needed. Strong project management experience, project tracking, finance tracking, MS Excel, Smartsheets, PowerBi, invoicing and PO creation experience.
Role - Construction Manager - Small Cell
Position requires experience with small cell, outside plant, and inside plant cable construction in aerial and underground facilities, with a thorough knowledge of all issues related to local and state permitting, pole and conduit licensing procedures from Utilities, and the ability to manage multiple projects simultaneously. Position also requires the capability to manage multiple construction contractors. From project qualification and design through punch-list and close-out, the Small Cell Construction Manager will ensure that projects are completed to client and internal specification, on time, and within budget.
Responsibilities
- Work collaboratively with Small Cell Engineers.
- Build productive cross functional internal and external stakeholder relationships that drives faster speed of implementation, more effective capital/expense spending, and is a key contributor to Smart & Fast initiatives.
- Have a thorough understanding of project, district, and region finances, P&L and cost impacts to both.
- Manage all external vendors necessary for timely completion and within budget.
- Conduct initial constructability review in accordance with project specifications.
- Develop Construction Bid Package and competitively bid project to subcontractors.
- Manage development of permit and construction plans;
- Order and track delivery of 3rd party materials;
- Oversee site construction, managing schedule and subcontractors to customer and internal requirements for large and/or strategic projects.
- Coordinate all construction activities with local/state agencies with regards to permitting and licensing.
- Attend company and client status meetings.
- Provides communication on milestones, on time delivery, and general updates to leadership and project management/service delivery resources within the Client organization for large and/or strategic projects.
- Ensure that all jobs are maintained in a project tracking system with complete accuracy.
- Act as Client safety observer and Quality Assurance representative while at the site ensuring compliance with Client safety program and related workmanship practices. Work as a key representative for nationwide safety efforts for district and/or region.
- Actively participate in and make recommendations in Vendor evaluation and selection process.
- Understand prevailing rates for all construction work and ensure Client is receiving competitive rates for quality work.
- Responsible to negotiate costs within scope of project, hold Vendor accountable to ensure budget is maintained; ensure Project Managers and customers are aware of issues that will impact project completion or cost.
- Responsible to problem solve issues that may occur onsite and make recommendations based on priority and need to ensure the project and budget are maintained.
- Ensure all work is completed in accordance with Client construction standards, processes, and procedures. Act as a key contributor to continued growth and improvement in each of these.
Education/Certifications
- High School degree
- A valid driver’s license required
Experience/Minimum Requirements
- Minimum three (3) years of telecommunications/wireless construction experience
- Working knowledge of NESC, NEC, and OSHA standards.
- Knowledge of Design and Construction techniques for Small Cell Nodes including associated Outside Plant (aerial & underground).
- Proficient in reading Small Cell & Outside Plant (aerial & underground) construction drawings.
- Proven ability to create a bill of material and to manage procurement and project inventory.
- Familiarity with test equipment and techniques for performing RF PIM (passive intermodulation) / Sweep testing, OTDR, and power testing for Small Cell Node construction.
- Ability to work in a fast-paced environment with significant data entry across multiple tracking and documentation systems.
- Experience in building and reviewing Small Cell construction Closeout Packages (COPs), ensuring accuracy and compliance with project requirements.
- MS Excel, PowerBi, CRM and Smartsheet experience and proficiency.

Pay: $41.00 - $44.83 per hour
