The Utah Department of Transportation (UDOT) Consultant Services group is seeking a skilled leader for the Consultant Services Solicitation Manager position. This role is crucial for overseeing the consultant solicitation process as an integral part of the overall project delivery lifecycle, requiring strategic oversight and project integration. The position involves applying skilled judgment in coordinating consultant procurement activities with broader project goals and timelines, managing risks associated with consultant contracts, ensuring compliance, managing key documentation, providing training, and exercising leadership in supervising staff within the Consultant Services team.

Principal Duties
As the Consultant Selection & Compliance Manager, your key responsibilities will include:
  • Strategic Oversight & Process Leadership: Lead the analysis of current solicitation processes to identify inefficiencies and areas for improvement. Develop and implement strategic sourcing strategies for consultant services. Oversee and lead complex solicitation selection facilitation processes, ensuring alignment with project needs and schedules.
  • Staff Supervision & Development: Supervise other Consultant Services staff, set performance goals, establish priorities, manage fluctuating workload, and monitor workload effectiveness. Provide subject matter expertise to other employees, agencies, organizations, consultants, and local governments.
  • Solicitation Management & Documentation: Develop, update, and maintain solicitation documents, criteria & interview question repositories, and training documentation. Manage e-procurement system templates and perform document control, including QC/QA of solicitations, criteria, and selection justification. Maintain the repository of shared successful solicitation proposals.
  • Project & Stakeholder Coordination: Act as a key liaison between Consultant Services, UDOT Project Managers, technical teams, and external consultants throughout various project phases. Manage the solicitation component of project delivery, supporting project goals and resource management. Coordinate workloads and assign solicitations. Communicate effectively with Program/Project Managers, consultants, and other stakeholders, and provide procurement policy and procedure guidance. Coordinate consultant meetings.
  • Training & Continuous Improvement: Develop and schedule training for selection teams and new facilitators. Document and track lessons learned and recommend process improvements. Manage training documentation, scheduling, and delivery.
  • Contract Compliance & Administration: Understand and apply rules, regulations, policies, and processes related to Qualification Based Selection (QBS) for engineering and engineering-related services for transportation projects. Perform comprehensive reviews of procurement and contract documentation for quality, accuracy, completeness, and adherence to applicable federal and state laws, regulations, and Department rules, reconciling discrepancies as needed. Manage solicitations, including advertising, communicating with proposers, performing proposal reviews, administering the evaluation process, and notifying proposers of selection results. Negotiate or mediate issues with internal and/or external stakeholders, resolve issues or complaints, and assist Project Managers with contract negotiations.
  • System Integration & Support: Actively participate in new business system process workflow development, track process improvements, and assist in testing new system features.

Minimum Qualifications
In order to qualify, you must have:
  • A Bachelor's degree, or higher, in a related field of study OR equivalent experience
  • At least four (4) years of related experience
  • Valid drivers license

  • Knowledge of project management, coordination, and direction.
  • Ability to facilitate collaborative and outcome-oriented meeting discussions with a variety of stakeholders.
  • Knowledge of process management and the ability to identify and implement process improvements.
  • Ability to supervise and train staff, with examples of successful team development.
  • Ability to lead and facilitate procurement solicitation or selection processes, including strong presentation and team guidance skills.
  • Skills essential for coordinating with diverse internal teams (Program/Project Managers) and external consultants.
  • Ability to effectively supervise, train, and mentor staff, including workload management and performance oversight.
  • High proficiency in developing, maintaining, and quality-checking complex documents such as solicitation templates and evaluation criteria.
  • Knowledge of process management within e-procurement or similar business systems.
  • Ability to develop and deliver training programs, particularly related to procurement or selection processes.
  • Strong organizational skills, including the ability to track process improvements and implement recommendations.

  • This position requires some travel for project meetings but may allow a flexible, or 4 day work week (totaling 40 work hours).
  • Working Conditions - Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Physical Requirements - Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
  • Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
