CONTRACT SPECIALIST / PROPOSAL WRITER
Position Summary
MC3 Solutions is seeking a highly organized and detail-oriented Contract Specialist / Proposal Writer to support our continued growth in federal and defense construction contracting. As a key member of the pre-construction team, this position is responsible for managing the end-to-end proposal process, analyzing solicitation requirements, and preparing compliant, compelling, and competitive bid packages in response to federal and Department of Defense (DoD) solicitations.
The Contract Specialist / Proposal Writer ensures the accurate and timely submission of bids for hard-bid and negotiated projects, coordinates closely with estimators, project managers, and executive leadership, and maintains a strong understanding of FAR/DFARS regulations. This role requires excellent writing, editing, and organizational skills and the ability to manage multiple proposal efforts under tight deadlines.
Additional responsibilities include reviewing and interpreting RFPs, RFQs, and RFIs; developing compliance matrices; preparing and assembling proposal volumes; writing and editing technical and management narratives; maintaining proposal content libraries; and tracking historical performance and certifications. The Contract Specialist plays a pivotal role in ensuring MC3’s bids are complete, accurate, and aligned with solicitation and agency requirements.
Position Qualifications
- Bachelor’s degree in English, Business, Communications, or related field preferred but not required.
- Minimum 3 years’ experience in government contracting, preferably in construction, architecture, or engineering sectors.
- Experience preparing and submitting proposals for federal and DoD construction projects.
- Working knowledge of FAR/DFARS and federal procurement processes.
- Excellent written and verbal communication skills.
- Strong organizational skills and attention to detail.
- Ability to analyze RFPs and develop compliant, responsive proposal documents.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Adobe Acrobat.
- Ability to work independently and collaboratively under tight deadlines.
- U.S. work authorization.
- Valid driver’s license.
Preferred Qualifications
- Experience with construction estimating or project management a plus.
- Knowledge of procurement platforms such as SAM.gov, eBids, or FedConnect.
- Familiarity with Bluebeam or other markup tools for reviewing construction documents.
- Proposal writing training or certifications (e.g., APMP) a plus.
Duties / Responsibilities
- Review and analyze federal and DoD solicitations (RFPs, RFQs, RFIs, IFBs) for scope, requirements, and evaluation criteria.
- Develop proposal outlines, compliance matrices, and content plans.
- Write, edit, and format proposal sections, including management, technical, safety, and past performance volumes.
- Coordinate with estimators to integrate pricing and scheduling information into proposal submissions.
- Maintain and update proposal templates, resumes, project descriptions, and company capability statements.
- Track bid opportunities and deadlines using internal systems and federal procurement portals.
- Support the development of teaming agreements, subcontractor data requests, and bid compliance forms.
- Ensure timely submission of complete and compliant bid packages.
- Participate in debriefings and implement lessons learned into future submissions.
- Assist with post-award documentation and contract execution as needed.

Position Type / Expected Hours of Work
This is a full-time position which will typically involve 40+ hours per week. Extended hours may be required around proposal deadlines.

Pay: $70,000.00 - $80,000.00 per year
