Job Description

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The Deputy Commissioner for Budget & Finance will lead several critical business units within the Department covering Budget Management & Planning, Financial Management and Budget Administration, Expense Budget, Capital Budget, Financial Services and the Central Office of Procurement. The selected candidate will:

  • Serve as Executive lead on all financial, budgetary, and procurement matters for the Department
  • Oversee the ACCO, and the Central Office of Procurement, and ensure compliance with the City’s Procurement Policy Board rules.
  • Prepare and manage the agency budget (PS, OTPS, Expense, and Capital), prepare submission of financial plans and budget modifications.
  • Oversee and prepare agency financial plans, new need submissions, PEG/ Savings proposals in partnership with executive staff and business owners.
  • Develop budget testimonies and briefing materials for public hearings with NYC Council, NYC BOC, and NYS SCOC and oversight entities.
  • Provide leadership and guidance to planning and forecasting activities in critical areas of expenditures including uniformed and civilian overtime, headcount/convergence planning, civilianization and headcount management.

  • Excellent verbal and written communication skills, as well as strong listening skills
  • Master’s Degree or Baccalaureate degree in Finance, Accounting, or Economics

  • Oversee Agency Cashier and Bail operations at facilities and court commands and manage the administration of wages and funds associated with People in Custody.
  • Continually manage and ensure business units’ compliance with all DOC Policies and Procedures, and the Comptroller’s Internal Control and Accountability Directives covering Accounts Payable, Accounts Receivable, and Fiscal Procurement processes.
  • Provide and be accountable for key financial performance indicators, reports and data as required to comport with internal and external reporting mandates.
  • Serve as the primary liaison on issues of budget and finance to the Office of Management and Budget and provide responses to various oversight bodies including the Comptroller, DOI, NYS SCOC, NYC BOC, and the IBO.
  • Create an invigorated rapport and business relationship internal agency stakeholders to improve the procurement process, contract management, growth in Women-owned Business Enterprises (M/WBEs) and manage success with vendors and contractors to provide timely solutions and business continuity.
