Director Crime Strategies and Analysis

DEPARTMENT PURPOSE
The Spokane Police Department is dedicated to demonstrating excellence through partnership with the community in preventing and reducing crime and enforcing laws with commitment to data-driven, evidence-based, transparent policing and organizational effectiveness.

POSITION PURPOSE
The Director of Crime Strategies & Analysis is responsible to drive innovation, support operational needs, and influence critical policy decisions through data, analysis, and research. This position enables the Department to enhance its data-driven approaches, strengthen accountability, and advance public safety by merging strategic planning with advanced data analytics, modern business modeling, and community-focused initiatives.

SUPERVISION EXERCISED
Under general direction of the Chief of Police, the Director of Crime Strategies and Analysis provides strategic leadership and support to the Spokane Police Department. Work is performed with considerable independent judgement and actions within the framework of all laws and City policies established by the Mayor.

The Director of Crime Strategies and Analysis shall supervise both direct and indirect reports, including professional and administrative staff. This role involves managing and overseeing all SPD personnel engaged in crime analysis, as well as those involved in program and policy evaluation.

KEY RESPONSIBILITIES


  • Lead data-driven and financially responsible analytics and strategic initiatives with the Chief of Police, guiding department-wide priorities and significantly influencing resource allocation.
  • Develop and implement SPD’s short- and long-term strategic goals, enhancing operational efficiency and aligning with evidence-based practices.
  • Coordinate high-liability policy issues with SPD leadership and collaborate with city executives and community partners.
  • Collaborate with the SPD IT Director to build data architecture to enhance SPD’s evidence-based policing, including data collection procedures, crime trend analysis, and performance metrics.
  • Oversee data analytics platforms in coordination with the SPD Information Technologies (IT) Director and Spokane City IT staff to ensure the maintenance and audit of accurate, accessible data systems, supporting the nascent Data Analytics Platform (DAP) tailored to SPD needs collaboratively with the SPD Director of IT.
  • Lead initiatives to increase SPD’s expertise in data literacy and research methods, training personnel on crime analysis, crime science, and data collection integrity.
  • Define expectations and uphold accountability for data collection and theory-driven policing, securing buy-in from SPD personnel and other stakeholders.
  • Provide authoritative advice on high-risk policies, including use-of-force protocols, privacy, transparency, and technology, ensuring alignment with community standards and legal requirements.
  • Collaborate with SPD and community leaders to develop policies that emphasize constitutional policing, officer well-being, and community engagement.
  • Function as a critical liaison between SPD and external organizations, presenting SPD’s strategic goals and evidence-based findings to community partners, oversight bodies, and the public.
  • Engage in public outreach and educational efforts, contributing to reports on police reform, crime trends, department, and city performance.
  • Ensure evaluation metrics are built into all implementation models, supporting systematic data collection and impact analysis.
  • Significantly influence and participate in the budget development process, providing strategic insights on program costs and potential ROI for proposed projects.
  • Advise on procurement and funding needs for ongoing infrastructure, data platforms, and evidence-based policing tools.
  • Ensure evaluation metrics are built into all implementation models, supporting systematic data collection and impact analysis.
Examples of Adapted Programs:
  • Assist the SPD IT Director in developing Spokane’s version of an automated central data platform, integrating data from dispatch systems, records management, and other sources to provide actionable insights for both operational needs and public reporting. (SDAP)
  • Create, in coordination with the SPD Director of IT, annual reports that detail Spokane PD’s use of force statistics, response times, and other metrics relevant to public safety and community trust.
  • Develop, in coordination with the SPD Director of IT, a risk management system that could include early indicators of officer wellness issues or performance risks, aligned with community safety goals.
REQUIREMENTS
Knowledge of:
  • Qualitative and quantitative research methodologies.
  • Implementation sciences.
  • Short- and long-term strategic planning techniques for the needs of SPD’s operations and practices.
  • Principles and practices of police department operations including cost controls, budgeting, performance management and personnel rules.
  • Academy curriculum applied to embedding evidence-based policing principles into SPD training and operations.
  • Technical, policy, and procedural issues with potential to affect SPD’s operations and service delivery locally, regionally, and nationally to serve as a subject matter expert.
  • Effective initiation and coordination approaches to research partnerships with universities and research organizations to advance SPD’s understanding of policing impacts.
  • High-risk policies, including use-of-force protocols, privacy, transparency, and technology, to ensure alignment with community standards and legal requirements.
  • Principles of CompStat, Public Transparency, Training & Education, and Officer Wellness to support the research, planning, development, and implementation of projects.
Skill in:
  • Using statistical software packages, such as R, Stata, Python, and/or SAS.
  • Authoring practitioner and academic-level research documents.
  • Strong analytical skills with experience in data governance, evidence-based policing, and
matrix management.
  • Effective verbal and written communication, including the ability to articulate research designs and findings clearly.
  • Detecting problem areas, foreseeing future developments, and applying effective solutions.
  • Analysis and documentation of crime trends, including spatial and temporal concentrations, high-risk populations, and police deployment effectiveness.
  • Development and writing of grant proposals to align with strategic priorities, serving as a project champion for funded initiatives.

  • Publish research findings and represent SPD in professional settings, contributing to peer-reviewed journals, conferences, and public forums.
  • Advise on procurement and funding needs for ongoing infrastructure, data platforms, and evidence-based policing tools.

WORKING CONDITIONS
Work is conducted primarily in an office setting. Incumbents in this classification are expected to communicate verbally, in person, and by telephone. A computer terminal is used, and this requires the use of repetitive arm-hand movements. The incumbent must be able to occasionally lift and/or move up to 20 pounds.

MINIMUM QUALIFICATIONS

Any combination equivalent to the experience and education that would likely provide the relevant knowledge and abilities would be qualifying. Generally, this will include:

Education:


  • Advanced degree in criminal justice, data science, public policy, or a related field. Master’s degree required; PhD preferred.
  • Minimum of five (5) years in policy analysis, strategic planning, academic instruction at a four-year higher education institution, project management within a public safety or criminal justice environment.
Experience:
  • Proven history of engaging with diverse stakeholders, including government officials, community members, and law enforcement leaders.

INSURANCE BENEFITS

Eligibility: Coverage begins for new hires and their dependents on the first day of the month following 30 consecutive days of employment.

Eligible Dependents: Spouse or Domestic Partner, birth, adopted children or children placed for adoption, Domestic Partner's children, step-children who live with employee, and any child for whom employee is legal guardian or for whom coverage is required by a Qualified Medical Support Order. Adult children under age 26 are eligible.

Medical
Qualified employees may select from two health carrier options; a Health Maintenance Organization (HMO) administered by Group Health Cooperative or a Preferred Provider Option (PPO) administered by Premera Blue Cross. The monthly premium, and to add coverage for eligible dependents varies depending on the medical plan selected.

Dental
Dental insurance is provided by Delta Dental of Washington. The monthly premium is minimal for employee and eligible dependents.

Vision
Vision coverage is included in the medical plan selected. Costs for eye exams and hardware; lenses, frames or contacts varies depending on the medical plan selected.

Life Insurance - Employee Only
Basic Term Life Insurance is provided at one-and-a-half times the employee's annual base salary to a maximum of $100,000. The City pays the monthly premium in full.

Life Insurance - Eligible Dependent(s)
Basic Term Life Insurance is provided at $6,000 for spouse/domestic partner and $2,000 for each child. The City pays the monthly premium in full.

AFLAC
Supplemental insurance is optional and is provided by AFLAC to help pay benefits that major medical insurance does not cover. The employee pays 100% of the monthly premium.

Flexible Spending Account
The City offers two optional Flexible Spending Accounts (FSA) - Health Care FSA and Dependent Care FSA. The Health Care FSA allows an employee to use pre-tax dollars to receive reimbursement for eligible medical, dental, and vision expenses. The Dependent Care FSA allows an employee to receive reimbursement for eligible daycare expenses for dependent children up to age 13 and other eligible dependents as defined by IRS Code. Employees can elect to contribute up to $2,550 per year for the Health Care FSA and $5,000 per year for the Dependent Care FSA.

LegalShield
Prepaid legal services and/or prepaid identity theft programs are optional. These programs pay for a limited amount of documents to be reviewed, limited trial defense representation, the preparation of a standard will, identity theft consultation, restoration and monitoring according to terms of contract.

Pet Insurance
Get cash back on the everyday care your pet needs to stay healthy! Nationwide/Voluntary Pet Insurance is an optional plan in which City of Spokane Employees can enroll.

Voluntary Term Life Insurance
Voluntary Term Life Insurance is optional and is provided through The Standard Insurance Company and is subject to application review and approval. Additional coverage up to $300,000 is available for employees and their spouse/domestic partner. Dependent children can be insured for up to $10,000 each. The employee pays 100% of the monthly premium.

RETIREMENT BENEFITS

Spokane Employees' Retirement System
The Spokane Employees' Retirement System (SERS) is a defined benefit pension plan covering non-uniformed employees whose positions are classified under the Civil Service Merit System. Contributions and earnings are tax deferred.

Deferred Compensation
Enrollment in the City-sponsored 457 Deferred Compensation Plan administered by ICMA-RC allows participants, on a voluntary basis, to defer a portion of their salary on a before or after tax basis.

WORK/LIFE PROGRAMS

Employee Assistance Program
The Employee Assistance Program (EAP) is a referral and counseling service administered by Deer Oaks. It provides a myriad of services to employees and their household members. Services include receiving confidential assistance for personal issues, such as managing stress, depression, parenting, alcohol/drugs, grief, etc. Each household member is eligible to receive up to eight counseling sessions per issue per year at no charge. There is also a benefit relating financial or legal concerns in addition to Worklife/Convenience services and online tools.
